O1489 e e CA:RMM:lmco235/hpw City Council Meeting 7-25-89 Santa Monica, California ORDINANCE NUMBER 1489(CCS) (City council Series) AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF SANTA MONICA MONICA ADDING SECTION 8111 TO THE SANTA MONICA MUNICIPAL CODE TO ADOPT A SEISMIC EVALUATION REPORT FOR PRE-1933 UNREINFORCED MASONRY STRUCTURES WHEREAS, the recently enacted Unreinforced Masonry Law requires the City Council of the City of Santa Monica to adopt a mitigation program for seismically hazardous buildings by January 1, 1990; and \VHEREAS, the adoption of a seismic retrofitting program for unreinforced masonry buildings will be considered by the City Council later this year; and WHEREAS, the City Council desires the review of such a seismic retrofitting program by the City Building and Safety commission; and WHEREAS, additional information on the condition of potentially hazardous pre-1933 unreinforced masonry structures within the City would be useful in evaluating a seismic retrofitting program; and WHEREAS 1 the completion of the "Seismic Evaluation Report for Pre-1933 Unreinforced Masonry Structures" (attached hereto as Attachment A) by a California state licensed structural engineer for all pre-1933 unreinforced masonry structures which have been - 1 - e e identified as substandard and potentially hazardous will provide the city with information that will be useful in the evaluation of a seismic retrofitting program, NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF SANTA MONICA DOES ORDAIN AS FOLLOWS: SECTION 1. section 8111 is added to the Santa Monica Municipal Code to read as follows: SECTION 8111. Seismic Evaluation Report. On or before January 25, 1990, each owner of a pre-1933 unreinforced masonry structure which has had recorded against the structure a "Notice of Substandard Building" shall file with the Building and Safety Division a "Seismic Evaluation Report for Pre-1933 URM Structurell on a form provided by the Building and Safety Division. Such Seismic Evaluation Report shall be completed by a California licensed Structural Engineer whose license is active. SECTION 2. Any provisions of the Santa Monica Municipal Code or appendices thereto inconsistent herewith, to the extent of such inconsistencies and no further, are hereby repealed or modified to the extent necessary to effect the provisions of this Ordinance. - 2 - e e SECTION 3. If any section, subsection, sentence, clause, or phrase of this Ordinance is for any reason held to be invalid or unconstitutional by a decision of any court of competent jurisdiction, such decision shall not affect the validity of the remainlng portions of this Ordinance. The city council hereby declares that it would have passed this Ordinance and each and every section, subsection, sentence, clause or phrase not declared invalid or unconstitutional without regard to whether any portion of this Ordinance would be subsequently declared invalid or unconstitutional. SECTION 4. The Mayor shall sign and the City Clerk shall attest to the passage of this Ordinance. The City Clerk shall cause the same to be published once in the official newspaper within fifteen (15) days after its adoption. Show all seismic resistance elements in both horizontal directions/axes on plans. specify materials of construction of walls, roof, floors, shear walls and any other features that may/will influence seismic performance of building. Qualify condition of all material, i. e., good-poor, and provide details and dimensions as necessary to support all calculations. (Attach sheets and label I) II) Provide standard Uniform Building Code analysis of estimated resistance of structure to lateral forces/accelerations in both horizontal directions. Analysis shall include evaluation of torsional/rotational effects on structure, and estimate of capability of all existing continuity - 1 - e e components (diaphragms, necessary to develop calculations shall be provided in I above. anchors, connections, assumed stress levels. etc. ) All referenced to plans/sketches (Attach sheets and label II) III) Provide an evaluation of any/all secondary seismic hazards in structure (parapets, ornamentation, signs, veneer, open fronts, etc.). Show location and extent of these features on plans/sketches and submit analysis/calculations per standard Uniform Building Code techniques for secondary "cantilevered" elements. (Attach sheets and label III) IV) STATEMENT OF MINIMUM estimated level of seismic resistance of existing URK to failure/collapse. I certify that I have personally inspected the subject URM building and performed a comprehensive seismic evaluation pursuant to the standards of Chapter 23 of the Uniform Building Code. Signature Date *SEE ATTACHED MINIMUM CITY ENGINEERING STANDARDS FOR URM REPORTS. - 2 - e e CITY OF SANTA MONICA - BUILDING , SAFETY DIVISION MINIMUM STRUCTURAL EVALUATION STANDARDS FOR SEISMIC (URN) REPORTS GENERAL CRITERIA Santa Monica has adopted the 1985 Uniform Building Code . City is in SEISMIC ZONE 4. All URM buildings have importance factor of 1. Thus, without extensive site or building period analysis the standard UBC seismic equation works out as (0.186 G). Seismic factor for secondary (appended) elements to structure per UBC is .8/.3 = 2.7. All URM reports and analyses shall conform to UBC 2303 (b) standard of RATIONALITY, Le., "based on a rational analysis in accordance with the well established principles of mechanics. II All reports must be done and signed by a CALIFORNIA licensed structural engineer whose license is active. The REQUIRED REPORT is only an evaluation of the existing structure and NOT any opinion as to its safety. The report MAY include recommendations for changes/work to improve the level of seismic performance of the structure to any ( % G) above STATE 1933 "RILEY ACT" minimum standards ( 2 % of TOTAL vertical design load (i.e. Dead + Live). A) MASONRY TESTS Any assumed shear stress value for URM walls must be substantiated by actual field "push" or core tests. Maximum of 10 psi is allowed in calculations for URM. Test locations shall be shown on plans. Minimum number of tests per building is 8; or - 3 - e e 2 per wall used. Buildings less than 8000 SF may have 1 testjlOOOSF with minimum of 2. B) ANCHORS TESTS Existing URM anchors shall be evaluated by actual shear and tension tests per above standard; or alternatively evaluated by conventional "free body" engineering analysis and calculations. (All tests of URM components shall be done by APPROVED qualified labs under the supervision of California licensed structural engineer) C) SHEAR WALLS-(INTERIOR) Existing permanent wood and plaster cross walls in URM buildings may be used as shear walls. Analysis for seismic resistance shall be in accordance with standard UBC values and parameters. Walls where height exceeds length should not be considered shear walls. Maximum value is 200 lbsjft for any existing wall without destructive testing. Connections of all interior shear walls to roof and floor diaphragms and foundations shall be detailed on plansjsketches and evaluated for total shear forces developed, i.e. overturning. All openings in shear walls (doors, windows, other) must also be evaluated for stress concentrations. All critical drag components and their connections shall also be evaluated.
