ORDINANCE NO. 1241

AN ORDINANCE OF THE CITY COUNCIL OF
THE CITY OF SANTA MONICA CREATING A
SOCIAL SERVICES COMMISSION
THE CITY COUNCIL OF THE CITY OF SANTA MONICA DOES
ORDAIN AS FOLLOWS:
SECTION 1. Chapter 11 is hereby added to Article II of
the Santa Monica Municipal Code to read as follows:
Chapter ll--Social SerV1ces Commission
Sect10n 2920. Findings and
Purpose. The City Council finds and
declares:
(a) The C1ty annually expends
funds on the provision of social ser-
vices to residents of the City.
(b) The need for social ser-
vices increases at the same time that
federal and state funds for soc1al
services decrease.

(c) Each year the City 1S
requested to prov1de funds to
agencies and programs in excess of
the funds available for social ser-
vices.
(d) It 1S the policy of the
City that funds for social services
be distributed 1n a manner that will
maximize the direct benefits to resi-
dents 1n need of such services.
(e) It is the policy of the
City that distribution of funds for
soc1al services be based on a planned
system 1n order to maX1m1ze efficient
use of resources and minimize dupli-
cation of services.
(f) There 1S a need for the
regular and ongolng assessment of
social service needs and of those
programs delivered in the City by
service prov1ders 1nclud1ng the
C1ty, County of Los Angeles and
private organizations.
(g) There is a need for
citizen participation in the process

of evaluating and fund1ng social ser-
vice programs.
Section 2921. Creat10n of
Social SerV1ces Commission. Pursuant
to Sect10n 1000 of the City Charter,
a Soc1al Services Cornmiss1on is here-
by created. The Commission shall
consist of seven members and shall be
appo1nted by the City Council. The
Commission and Commissioners shall be
subject to all the terms of Article X
of the C1ty Charter setting forth pro-
cedures for appointment of Commis-
sioners, terms and meet1ngs.
Sect10n 2922. Powers and
Duties. The Commission shall have
the power and the duty to:
(a) Schedule periodic hearings
to determine the unmet social service
needs of the res1dents of the C1ty.
<b) Recommend to the C1ty
counc1l policies to guide the provi-
sion of soc1al services to residents
of the City and review and comment on
procedures developed by the C1ty

Manager for the development of a
comprehensive delivery system to pro-
vide social services.
(c) Recommend to the City
CouncIl specific social service pro-
grams necessary to serve the unmet
needs of the residents of the City.
Cd) Review the CIty Manager's
proposed budget for SOCIal serVIces
and make its recommendatIons thereon
to the City Council.
(e) Prepare an annual assess-
ment for the CIty Council on the
extent to WhICh agencies and programs
of the City, County of Los Angeles,
and other entIties are achieving goals
and objectives for social services.
Section 2923. Coo~eratlon wlth
Other Groups and Individuals. The
CommiSSIon shall coordinate its
actiVItIes WIth other Boards and Com-
miSSIons and shall consult and maintain
contact WIth groups and Individuals
who are concerned WIth the planning
and provision of SOCIal services.

Section 2924. Reports. The
Comm1ssion shall render written
reports of 1tS activ1ties to the C1ty
Council not less than once every three
months and at such other tlmes as
requested by the City Council.
SECTION 2. Any provision of the Santa Monica Municipal
Code or appendices thereto incons1stent with the provisions
of this ord1nance, to the extent of such incons1stencies and
no further, is hereby repealed or modified to that extent
necessary to affect the provis10ns of this ordinance. This
ord1nance does not alter or change the powers and duties of
any other Board or Commisslon of the City.
SECTION 3. If any section, subsect10n, sentence,
clause, or phrase of this ordlnance is for any reason held to
be invalid or unconstitutional by a declsion of any court of
competent jurisdiction, such dec2sion shall not affect the
validity of the remain2ng portions of the ordinance. The
City Council hereby declares that 2t would have passed this
ordinance and each and every section, subsectlon, sentence,
clause, or phrase not declared invalid or unconstitutional
without regard to whether any portion of the ordinance would
be subsequently declared invalid or unconstltutional.
SECTION 4. The Mayor shall slgn and the City Clerk
shall attest to the passage of this ordinance. The City
Clerk shall cause the same to be publ1shed once in the

official newspaper with~n 15 days after its adoption. The
ord1nance shall become effective 30 days from its adoption.
