AN ORDINANCE OF THE CITY COUNCIL OF
THE CITY OF SANTA MONICA CREATING A
COMMISSION ON THE STATUS OF WOMEN
THE CITY COUNCIL OF THE CITY OF SANTA MONICA DOES
ORDAIN AS FOLLOWS:
SECTION 1. Chapter 10 is hereby added to Article II of
the Santa Monica Mun1cipal Code to read as follows:
Chapter 10--Commission on the Status
of Women
Section 2910. Findings and
Purpose. The City Council finds and
declares:
(a) Because of tradition and
preJudice and because of social,
political, economic and educational
restrictions on women through the
years, women have been denied by

virtue of their status as women basic
human rights, resulting in inequities
1n economic, political, legal and
social status and in access to ser-
vices related to their physical and
mental well-being.
(b) Discriminat10n against
women is inimical to the public
welfare.
(c) It is the po11cy of the
City to give every inhabitant of the
City equal econom1C, po11tical,
social and educational opportunities
and to prov1de equal services and
protection by public agencies.
(d) It is the policy of the
City to keep the public informed on
developments in the legal and social
status of women: to develop and
distribute pertinent information
and recommendations to City agencies
and to the general public: to
prov1de expert advice and assistance
to the offices, agencies, boards,
departments, and employees of

the City in undertak1ng efforts
to assure equality in the treatment
of the sexes; and to officially
encourage private persons and groups
to take steps to remove the barriers
in the struggle of both women and men
for equal opportunities resulting
from tradition, prejudice and
the educational, economic, political,
legal and social restrict10ns of the
pa st.
Section 2911. Creation of
Commission on the Status of Women.
Pursuant to section 1000 of the City
Charter, a Commiss10n on the status
of Women is hereby created. The
Commission shall consist of nine
members, all of whom shall be resi-
dents of the City of Santa Monica and
all of whom shall be women, and shall
be appointed by the City Council.
The Commission and Commissioners
shall be subject to all the terms of
Article X of the City Charter setting
forth procedures for appointment of
Commissioners, terms and meetings.

Sect~on 2912. Coordinator. A
Coordinator for the Commission shall
be appointed by the City Manager
subject to the approval or
disapproval of the Commission. All
staff personnel of the Commission
shall be under the immediate
direction and superv1sion of the
Coordinator.
Section 2913. Budset. The
City Council shall appropr1ate funds
to reimburse the members of the Com-
mission for their direct expenses
involved in attending meetings out-
side the City and to pay for person-
nel, services and fac1lities as may
be reasonably necessary to enable the
Commission to exercise its powers and
perform its duties. Each Commis-
sioner shall receive compensation as
determined by resolution of the City
Council.

Sect10n 2914. Powers and
Dut1es. The Commission shall have
the power and the duty to:
(a) Prepare and disseminate
educational and informational mater-
ial relative to the role that tradi-
tion, prejudice and the depriva-
t10n of equal opportunities and
access in areas such as education,
employment, and health care have
played in keeping women of all races,
creeds, ages, and marital status from
developing their full individual
potentials and from contributing
fully to the cultural and economic
life of the commun1ty.
(b) Hold public hearings on
matters relevant to the general scope
of the Commission.
(c) Review national, state and
local legislation which may have an
impact on the status of women and
recommend to the City Council posi-
tions on significant legislation
affecting the status of women.
(d) Develop and maintain a
Talent Bank of Women which can be

used in a var1ety of ways, including
but not limited to assisting the
Personnel Department in recruiting
qualified women candidates for
employment opportunities and nominat-
1ng qualified women for app01ntment
by the City Council to vacancies on
boards and commissions of the City.
(e) Cooperate with and make
recommendations to the Personnel
Department and the Personnel Board in
the development and implementation of
programs and practices which have the
purpose of furthering the objectives
of this Chapter, 1nclud1ng but not
limited to recommendations regarding
terminology used in job announcements,
recruitment techniques, job qualifica-
tions, salary schedules, training and
promotional practices.
(f) Study job categories which
traditionally are filled primarily by
women or primarily by men to determine
whether the rate of compensation in
the traditionally female jobs compares
reasonably and favorably with the rate

of compensation in the traditionally
male jobs, tak1ng into consideration
the training, experience, mental and
physical effort and responsibility
required and the working conditions
involved, and make recommendations con-
cerning necessary steps to implement
equ~table rates of compensation.
(g) study and make recommenda-
tions regarding the special employment
problems of women stemming from the
assignment to them of traditional
roles such as responsibility for child
rearing, including but not 11mited to
the need for child care centers,
on-the-job tra1ning and retraining for
those who have been out of the employ-
ment market for extended periods and
part-time employment opportunities.
(h) Cooperate with and make
recommendations to law enforcement
agencies and officials concerning the
enforcement of laws wh1ch have a par-
ticular impact on women.
(i) Cooperate with and make
recommendations to the Board of

Educat10n of the Santa Monica-Malibu
Unified School District on the
development and implementation of
programs and practices which have the
purpose of furthering the objectives
of this Chapter, including but not
limited to recommendations concerning
1n-service training and sex-role
models for female students who may be
interested in employment not tradi-
tionally filled by women.
(j) Provide information, guid-
ance and technical assistance to other
public agencies and private persons,
organizations and institut10ns engaged
in activities and programs intended to
eliminate prejud1ce and discrimination
against women because of their status
as women.
{k) Cooperate with and make
written recommendations to the City
agencies, boards and commissions and
City officials regarding the
development and implementation of
programs and practices for the purpose
of furthering the objectives of this
Chapter.

(1) Investigate and mediate, at
the request of a party and within the
limitations of staff time and re-
sources, all incidents of discrimina-
tion against women because of their
status as women which are not within
the exclusive jurisdiction of some
federal, state or c~ty agency, and
make spec~f~c recommendations to the
involved parties as to the methods for
eliminating discrimination against
women.
(m) Prepare, encourage and co-
ordinate programs of voluntary action
to reduce or eliminate existing
inequalities and dIsadvantages in both
the public and private sector result-
ing from prejudice, tradition and past
discrimination.
Section 2915. Cooperation w~th
Other Groups and Individuals. The
Commission shall consult and maintain
contact with groups and individuals

who are concerned with the status of
women or who are primarily responsible
for assuring equal opportunities for
women.
Section 29l6. Reports. The
Comm~ss~on shall render written
reports of its activities to the City
Council not less than once every three
months.
SECTION 2. Any provision of the Santa Monica Municipal
Code or append~ces thereto inconsistent with the provisions
of this ordinance, to the extent of such inconsistencies and
no further, is hereby repealed or modif~ed to that extent
necessary to affect the provisions of this ordinance.
SECTION 3. If any section, subsection, sentence,
clause, or phrase of this ordinance is for any reason held to
be invalid or unconstitutional by a decision of any court of
competent jurisdiction, such decision shall not affect the
validity of the remaining portions of the ordinance. The
C~ty Council hereby declares that it would have passed this
ordinance and each and every section, subsection, sentence,
clause, or phrase not declared ~nvalid or unconstitutional
without regard to whether any portion of the ordinance would
be subsequently declared invalid or unconstitutional.
SECTION 4. The Mayor shall sign and the City Clerk
shall attest to the passage of this ordinance. The City

Clerk shall cause the same to be published once in the
official newspaper within 15 days after its adoption. The
ordinance shall become effective 30 days from its adoption.
