AN ORDINANCE OF THE CITY COUNCIL OF THE
CITY OF SANTA MONICA CREATING CERTAIN
DEPARTMENTS OF CITY GOVERNMENT
THE CITY COUNCIL OF THE CITY OF SANTA MONICA DOES
ORDAIN AS FOLLOWS:
SECTION 1. The Santa Monica Municipal Code is hereby
amended to add Sect~ons 2222 to 2235 to read as follows:
Section 2222. Personnel Depart-
ment. Pursuant to Section 702 of the
City Charter, there is hereby created
a department in the City government to
be known as the Personnel Department.
Section 2223. Department Head
and Duties. The head of the Personnel
Department shall be the Personnel Dir-
ector who shall be appointed by the
City Manager. In addition to the
powers and duties specified in Section
710 of the C~ty Charter, the Personnel

D~rector shall have such other duties
and responsibilities as are pertinent
to implementation of the Manual of
CiVIl Service Rules and Regulations.
Section 2224. Purchasing
Department. Pursuant to Sectlon 702
of the CIty Charter, there is hereby
created a department in the City
government to be known as the Pur-
chasing Department.
Section 2225. Department Head
and Duties. The head of the Purchas-
ing Department shall be the Purchas-
ing Director who shall be appointed
by the City Manager. The Purchasing
Director shall coordinate and super-
vise the purchasing system of the
CIty pursuant to Section 1507 of the
City Charter and Article II, Chapter
5 of this Code. Whenever reference
is made to purchasing agent, such
reference shall be deemed to be
reference to the Purchasing Director.

Section 2226. Community and
Environmental Services Department.
Pursuant to Section 702 of the City
Charter, there is hereby created a
department in the City government to
be known as the Community and Envir-
onmental Services Department. Within
the Community and Environmental Ser-
vices Department shall be the Housing
Department, Community and NeIghborhood
Services Department, Redevelopment
Department, Planning Department, and
Building Department.
section 2227. Department Head
and Duties. The head of the Community
and Environmental Services Department
shall be the Director of Community and
Environmental Services who shall be
appointed by the City Manager. The
Director of Community and Environmental
Services shall coordinate and super-
vise the Housing Department, Com-
munity and Neighborhood Services
Department, Redevelopment Department,
Planning Department, and Building
Department.

Section 2228. Housing Depart-
ment. Pursuant to Section 702 of the
City Charter, there is hereby created
a department in City government to
be known as the Housing Department.
The Housing Department shall develop,
implement, and supervise programs to
provide and improve housing for all
economic segments of the community,
including programs intended to elimi-
nate discrimination in housing.
Section 2229. Department Head
and Duties. The head of the Housing
Department shall be the Director of
Housing who shall be appointed by the
City Manager. The Director of Housing
shall coordinate and supervise all
activities of the Housing Department.
Section 2230. Community and
Neighborhood Services Department.
Pursuant to Section 702 of the City
Charter, there is hereby created a
department in City government to be
known as the Community and Neighborhood
Services Department. The Community

and Neighborhood Services Department
shall develop, implement, and supervise
programs to provide social and neighbor-
hood services within the CIty, includ-
ing procurement and administration of
grants, and shall work in cooperation
with community-based groups seeking
to provide such services.
Section 2231. Department Head
and Duties. The Director of the
Community and Environmental Services
Department shall be the head of the
Community and Neighborhood Services
Department and shall coordinate and
supervise all activities of the
Community and Neighborhood Services
Department.
Section 2232. Redevelopment
Department. Pursuant to Section 702
of the City Charter, there is hereby
created a department in the City
government to be known as the
Redevelopment Department. The Re-
development Department shall administer
and supervise the activities of the

Redevelopment Agency of the City.
Section 2233. Department Head
and Duties. The head of the Redevelop-
ment Department shall be the Director
of Redevelopment who shall be appointed
by the City Manager. The Director of
Redevelopment shall coordinate and
supervise all activities of the Re-
development Department.
Section 2234. Finance Depart-
ment. Pursuant to Section 702 of the
City Charter, there is hereby
created a department in the City
government to be known as the Finance
Department. Within the Finance
Department shall be the City Control-
ler and City Treasurer.
Section 2235. Department Head
and Duties. The head of the Finance
Department shall be the Director of
Finance who shall be appointed by the
City Manager. The Director of Finance,
who shall also be the City Controller,
shall coordinate and supervise all
activities of the F~nance Department.

SECTION 2. Any provision of the Santa Monica Municipal
Code or appendices thereto inconsistent with the provisions
of this ordinance, to the extent of such inconsistencies and
no further, is hereby repealed or modified to that extent
necessary to affect the provisions of this ordinance.
SECTION 3. If any section, subsection, sentence,
clause, or phrase of th~s ordinance is for any reason held to
be inval~d or unconstitutional by a decision of any court of
competent JurisdIct~on, such decision shall not affect the
validity of the remaining portions of the ordinance. The
City CouncIl hereby declares that it would have passed this
ordinance and each and every section, subsection, sentence,
clause, or phrase not declared invalid or unconstitutional
without regard to whether any portion of the ordinance would
be subsequently declared invalid or unconstitutional.
SECTION 4. The Mayor shall sign and the City Clerk
shall attest to the passage of thIS ordinance. The City
Clerk shall cause the same to be published once in the
official newspaper within 15 days after its adoption. The
ordinance shall become effective 30 days from its adoption.
