The Ch~ef is authorized to issue a perm~t under this section subject to one or more of the fOllowing con- ditions: (a) That changes in the location where the masseur is employed must be reported to the Po11ce Department with1n 48 hours after change occUrsi (b) That the holder of the permlt must display a photo ldentlfication card prepared by the Pollee Department when work1ng pursuant to the terms of the permit. This card must be worn or dlsplayed in a prominent locat10n within the immediate work space. (c) That the doors of cubicles ln WhlCh a permit holder is working must be unlocked at all times. (6) Wlthln ninety (90) days preceding the filing of an orlginal application for a masseur's permit, the appli- cant shall be requlred to take and pass an exaffilnatlon of qualif1cations as set forth below: (a) The examlnatlon required by this section shall, ln the judgment of the Chief, be such as to fa1rly determine the abillty of the appllcant to properly perform the work -6- , , w~ich the applicant would be authorized to do by the pe~nit applied for, and shall ccver the :cllowing subjects; 2.nator.y, p.tysiclcgy, hygiene 2.r:.d tne p~actlce 2nd 0heo~y of massage as ~assage is der~ned in Section 6200U(t). The City Councll hereby declares that it wo~ld have passed this Ordinance and each and every section, subsection, sentence, clause or phrase not declared i~valid or unconstitutional without regard to whether any portion of the Ordinance ~ould be sUbsequently declared invalid or unconstitutional.
