cant shall have the right of appeal from such deci-
sion, ln the t1me and manner set forth in Sectlon 6124,
et seg., of thlS code.
The Ch~ef is authorized to issue a perm~t under this
section subject to one or more of the fOllowing con-
ditions:
(a) That changes in the location where the masseur
is employed must be reported to the Po11ce
Department with1n 48 hours after change occUrsi
(b) That the holder of the permlt must display a
photo ldentlfication card prepared by the Pollee
Department when work1ng pursuant to the terms of
the permit. This card must be worn or dlsplayed in
a prominent locat10n within the immediate work space.
(c) That the doors of cubicles ln WhlCh a permit
holder is working must be unlocked at all times.
(6) Wlthln ninety (90) days preceding the filing of an
orlginal application for a masseur's permit, the appli-
cant shall be requlred to take and pass an exaffilnatlon
of qualif1cations as set forth below:
(a) The examlnatlon required by this section shall,
ln the judgment of the Chief, be such as to
fa1rly determine the abillty of the appllcant
to properly perform the work

wrltten tests, ~hat is, a greater nunber
o~ credi~s shall be allowed on practical
dencnstrations than on writte~ tests.
(d) The ~rltten tests s~all te3t the competency
and abili~y of the applicant to engage
in the practice ai' massage. 'l'he eX2.nination
shall require the applica~t to engage in t~e
practice of reassage.

SECTION 7. Any provision of t~e Santa Monica Municipal
Code, or appendices thereto inconsistent herewith, to the extent
of such inco~sistencies and nc further, are hereby repealed
or modified to that extent necessary to effect the provisions
of this ordinance.
SECTIO~{ 8.
If any section, subsectio~, sentence, Cia~se
or phrase o~ this Ordinance is for any reason held to be invalid
or unconstitutional by a decision of any court of competent
jurisdiction, such decision shall not affect the val~dity of
the renaining portions of the Ordinance. The City Councll
hereby declares that it wo~ld have passed this Ordinance and
each and every section, subsection, sentence, clause or phrase
not declared i~valid or unconstitutional without regard to
whether any portion of the Ordinance ~ould be sUbsequently
declared invalid or unconstitutional.
SECTION 9. ~he ~ayor shall sign and the City Clerk shall
attest to the passage of this Ordinance. T~e City Clerk shall
cause the sane to be published once ~n the official newspaper
within fifteen (15) days after its adoption. The Ordinance
shall beco~e effective after thirty (30) days from its adoption.
