WHSREAS, the City lSSues renewal ricenses for businesses
including the operaiion of MaSsage parlors on July l, 1980; and
v.ffiEREAS, ~t is essential, prior to the issuance of renewal
licenses for massage parlors, to put operators on notice of the
requirements Which will govern the granting of operator's
and nasseup's permlts; and
~mEREAS, the present P~ovisions of the ~assage Parlor
Licensing Law do not reflect p~esently applicable requirerr.e~ts; and
WHEREAS, the enforcement of these require~ents is necessary
adequately ~c regulate the business of massage parlors and to
protect the health and wel~are of the citizens of Santa ~onica; and

(a) That changes ln the locatlon where the masseur
is enployed must be reported to the Police
Department w~th~n 48 hours after change occurSj
(b) That the holder of the perm2t must display a
photo ldent1flcatlon card prepared by the Pollce
Department when working pursuant to the terms of
the permit. ThlS card must be worn or displayed In
a prominent location within the immediate work space.
(c) That the doors of cubicles in which a permit
holder 15 working must be unlocked at all times.
(6) W~thin nlnety (90) days preceding the filing of an
or1glnal appllcation for a masseur's permlt, the app11-
cant shall be required to take and pass an examination
of qua11ficat10ns as set forth below:
(a) The eXam~nation required by this section shall,
~n the judgment of the Chief, be such as to
fa1rly deter.m1ne the ability of the applicant
to properly perform the work

SECTION 7 .
This ordinance is
declared to be
measure adopted purs~ant to the provisions of Section 615 of
the San.ta :"lonica City Charter a~d is necessary :'or preserving the
pub~ic peace~ health and sa~ety, a~d the ~rgency for its adoption
as set fort~ in the findings above.
S~C~ION8. Any provision of :he Sant2 Monica Mv~icipa~
Code or appe~dices thereto inconsistent r.erewith, to the exte~t
of such ir.consistencies and no fu~ther~ are hereby repealed or
modified to that extent necessary to effect the provisions c~ this
ardin2.nee.
S3CTION 9
If any ~rovision of this ordinance is held to
be ~ncor.stit~tional by any court of competent jurisdiction~ it
is the intent of the City Council that such portion of such
ordinance be severable from the re~a~~der and that the remainder
be g~ven full fo~ce and ef~ect.
SECTION 10. The Mayo~ shall sign and the City Clerk shall
attest to the passage of ~his ordinance. The City Clerk shall
cause the same to be published once ~n the official newspaper
within ~ifteen (15) days after its adoptior.. The ordinance shall
become ef~ective fro~ and a~ter its adoption.
