AN ORDINANCE OF THE CITY COUNCIL OF THE CITY
OF SA~TA MONICA EXTENDING ~HE EXISTING MORA-
TORI{]l'1 ON DEVELOP~J[ENT IN CERTAIN PORTIONS OF
OCEA~ PARK AREA OF THE CITY AND DECLARING AN R~E~GENCY
~iHEREAS the Clty Council introduced and adopted Ornlnance
No. 1144 declarlng a Moratorlum on development on Maln Street frOM
Plea Boulevard to the South Clty limlts on January 8, 1980,
WHEREAS, the purpose of this moratorium was to stop develop-
ment unt~l a special plan for future development, acceptable to
res1dents, merchants and property owners could be devised,
WHERR~S, representatives of the ~ain Street Assoc~ation (~SA)
and the Ocean Park Commun~ty Organlzatjon (OPCC) have nearly com-
plated a Ma1n Street Plan,
WHBQEAS, a flnal draft of thlS plan will not be flnlshed
prior to the expiration of the moratorium,
WHE~R~S, the Clty Councl1 finds this to be an urgent situation,
THE CI~Y COUNCIL OP THE CITY OF SANTA MONICA DOES HEREBY ORDAIN
THE FOLLOWIN~ EMERGENCY ORDINA~CF.:
SECTION 1. The morator~um on development ln certaln parts
of the Ocean Park Area established under the terms of Ordinance 1144
(CCS) 18 herehy extenned for a period of sixty (60) days to and
includ~ng August 27, 1980.

SECTION 2. Th~s ord~nance is declared to be an e~ergency
measure adopted pursuant to the provlsions of Section 615 of
the Santa ~onica City Charter and lS necessary for preserving
the publlC peace, health and safety, and the urgency for ltS
adoption as set forth in the findings above and in Ordlnance 1144.
SECTION 3. Any provision of the Santa Monica Municipal
Code or appendices thereto inconsistent herewith, to the extent
of such inconsistencies and no further, are hereby suspended for
the type of construction and development described hereln dur~ng
this moratoriUITl.
SECTION 4. If any prov~sion of this ordinance lS held to
be unconstitutional by any court of competent jurisdict~on, 1t
is the intent of the City Council that such portion of such
ord~nance be severable from the remainder and that the remainder
be given full force and effect.
SECTION 5. ThlS ordinance shall take effect and be in full
force lmmedlately after the passage and adoption thereof and shall
rema~n ln effect until August.. 27, 198 (), at wh~ch tJ..J'l1e lt shall be
of no further effect and shall be deeMed repealed.
SECTION 6. The mayor shall s~gn and the C~ty Clerk shall
attest to the passage of this ordinance. The City Clerk shall
cause the same to be publlShed once in the offlc~al newspaper wlthln
fifteen (15) days after its adoption. The ordlnance shall beco~e
effectlve from and after its adoption.
