AN ORDINk~CE OF THE CITY COUNCIL OF THE
CITY OF SANTA MONICA ADDING SECTION 3366A
TO ARTICLE III OF THE SANTA HONICA MUNICIPAL
CODE SETTING FOR-TH THE DEFINITION, RESTq,ICTION
AND DESIGNATION PROCESS FOR PHYSICALLY HANDI-
CAPPED ZONES
WHEREAS, it is necessary ln the interest of the health,
safety and publ~c welfare of the people of Santa ~onica to
designate certain park~ng areas as park~ng zones exclusively
for handicapped persons
THE CITY COUNCIL OF ~HB CITY OF SANTA MO~ICA DOES onDAIN
AS FOLLOWS;
SECTION 1. Section 3366A
A Physlcally Handicapped Zone shall eX1st where the
curb or edge of the paved portlon of the street adjacent to
the space 1S painted blue. In add1t1on to blue palnt, the
space may also be lndicaterl by slqns or other sU1table means.
No person shall stO? or park a veh1cle 1n a Physlcally
Handlcapped Zone unless the vehicle has distingu1sh1ng llcense
plates or placards issued to disabled persons pursuant to
Section 22511.5 of the Veh1cle Code or to dlsabled veterans as
specified In Section 9105 of the Vehicle Code.
A Phys1cally Hand1capped Zone may be estab11shed by
Resolut1on of the City Council upon request by any individual and
cons1deration by the Parking and Traffic Englneer, or upon
recommendation of the Traffic Englneer,lf either of the followlng
factors eXlst;

(1) Curb parking is insufflcient due to heavy area
parking; or
(2) Sufficient vehicular act~vity by phys~cally handi-
capped persons exists at the locat~on.
SECTION 2. Any provision of the Santa J'1onica Municlpal
Code or appendices thereto inconslstent therewith, to the extent
of such inconslstencies and no further, are hereby repealed or
modified to that extent necessary to affect the provisions of
this ordinance.
SECTION 3. If any section, subsection, sentence,
clause, or phrase of this ordinance is for any reason held to be
lnvalld or unconstitutional by a dec1s~on of any court of
any competent Jurisdiction, such dec~sion shall not affect
the validity of the remaining portions of the ordinance. The
City Counc1l hereby declares that lt would have passed thlS
ordinance and ea~h an~ every sectlon, subsect~on, sentence,
clause or phrase not declared ~nvalld or unconstitutional w1thout
regard to whether any portlon of the ordlnance would be subsequently
declared invalid or unconstitut1onal.
SECTION 4. The Mayor shall siqn and the Clty Clerk
shall attest to the passage of th~s ordinance. The C1ty Clerk
shall cause the same to be publlshed once in the official
newspaper wlthin fifteen (15) days after its adoption. The
ordinance shall become effective after th1rty (30) days from ltS
adoption.
