AN ORDINANCE OF THE CITY COUNCIL
OF THE CITY OF SANTA MONICA AMENDING
SECTION 6633b OF THE MUNICIPAL CODE.
SECTION 1. Section 6633b of the Santa Monica Municipal Code is
hereby amended to read as follows:
(b) To be eligible for the special rebate provided for herein,
a person must be sixty-two (62) years of age or older at the start of
each calendar year (January 1) for which the refund is claimed. or
such person must meet the criterla of disability as established by
the Social Security Administration's supplemental income program for
the aged, blind and disabled (Title XVI of the Social Security Act, as
amended). In addition, no person shall be eligible for the special rebate
provided for herein if such person's annual gross household income, as
hereinafter defined, exceeds the rnaXlmurn dollar amount for the calendar
year for which a refund is claimed. Such maximum dollar aMo~:1twill be
determined periodically by City Council resolution. For the purposes
of this section, "gross household income" shall be and include the income
of every member of the household received during the year~ including~ but
not limited to. wages, salaries, bonuses, tips, gross amounts of pensions
and annulties, retirement benefits, soclal security payments, disability
payments, life insurance benefits, interest, capital gains and inheritances.
SECTION 2. Any provisions of the Santa Moncia Municipal Code, or
appendices thereto inconsistent herewith, to the extent of such incon-
sistencies and no further~ are hereby repealed or modified to that extent
necessary to effect the provisions of this ordinance.

SECTION 3. If any section, subsection, sentence, clause or
phrase of this ordinance is for any reason held to be invalid or
unconstitutional by a decision of any court of l~mpetent jurisdiction,
such decision shall not affect the validity of the remaining portions
of the ordinance. The City Council hereby declares that it would have
passed this ordlnance and each and every section, subsection, sentence,
clause or phrase not declared invalid or unconstltutional without regard
to whether any portion of the ordinance would be subsequently declared
invalid or unconstitutional.
SECTION 4. The Mayor shall sign and the City Clerk shall attest
to the passage of this ordinance. The City Clerk shall cause the same
to be published once in the official newspaper within fifteen (IS) days
after lts adoption. The ordinance shall become effective after thirty
(3D) days from its adoption.
