SECTIO~ 1. Chapte~ ~ o~ Article VI or the Santa Monica
~~~nicipal Code is he~eby amended and as anended shall reaa as
follows:
SEC7ION 6400. Definit~ons.
Fo~ the purposes of this Chapter certain words
and phrases are defined and certain provisions shall be
construed as herein set forth, unless it is apparent f~o~
the context that a different ~eaning is intended.
(a) Driver.
"DrlverH includes every :person ir. charge of" driving
or operating any Notor-propelled vehicle for hire ~e~tioned in
~his section, either as agent, e~ployee, or otherwise. ~his
does not include a person renting or leasing a vehicle for 2
ceriod of time to be driven by himself or his designate.
(b) LiMousine for hire.
"Limousine for hireTl incl'J.des every autOMobile or
motor-propelled vehicle, other than taxicabs, not equipped
~ith a taximeter, used ~or transportation of passengers wi~hin
and without the boundaries of the Ci~y not over a de~ined
~oute, at rates per mile, per trip, per hour, per day, per

week, or per month. This does not include vehicles leased or
rented for a period of time to be driven by the lessee or
his designate.
( c ) St and.

Tra~fic Engineer of the City for use by any taxicab or limou-
sine for hire licensed hereunder while awaiting employment.
Cd) Taxicab.
HTaxicab" includes every autoMobile and motor-
propelled vehicle equipped with a taximeter used for the
transportation o~ passengers ~or hire within and without the
boundaries of the City not over a defined route. Charges
for use o~ such vehicle may be by distance travelled, waiting
time, or both. The route travelled by such vehicle is
deternlned by the passenger hiring the vehicle.
(d) Vehicle for hire.
lFiTehic Ie for hire II ine ludes both taxicabs and
limousines for hire as defined in this section.
SECTION 6401. Non-motor vehicles.
Any non-notor propelled vehicle for hire used
for transportation of passengers within and without the
City must be approved by the Chief of Police and the Traffic
Engineer prior to application for a license. If such
approval is granted the non-motor vehicle and its drivers
are SUbject to all the require~ents of this Code for
taxicabs and li~ousines for hi~e.
SECTION 6402. Business license reQuired.
No person sball conduct any vehicle for hire

busi~ess without having ~irst obtained a Business License
froN the License Division in compliance with Section 6103
and 6244 of this Code.
SEC~ION 6403. Driver permit requi~ed.
No person shall drive any vehcile for hire without
having firs~ obtained a perTIit from the License Dlvision.
The duration of this permit is for one year unless revoked,
suspended, or cancelled. Authorization for such permit and
badge ~ust first be otained from the Police Department in
the form of a pOlice permit. ~he Police ~epartment may
require information pertaining to the character and background
o~ the permittee. ~he permittee shall be req~ired to pay
$10.00 to the City Treasurer. Upon receipt of such amount,
the License Division shall issue a written permit and a
badge.
SEC~ION 640ll. Rules and Regulations.
The City Manager shall have ~he authority to
adopt sDch rules. and regulations as in his judgMent are
necessary for the service and safety of the operators, the
pUblic and the owners of the vehicles used herein. Any
rules and regulations so pro~ulgated shall be filed in the
o~~ice o~ the City Clerk where they shall be kept on file
and TIade ava~lable for inspection by the p~blic. Licenses
and per~its under this section are subject to all the
provisions of this Code regarding licenses and permits
in Article VI, Chapter 1.

SECTION 6405. Co~pulsory Insurance Coverage.
Before any license is issued or renewed, the
owner o~ the vehicle for hire shall be required to file
with the License Division and, thereafter, keep in f~ll
force and effect a policy of insurance in the form a~d in the
anount specified by the City Attorney. This policy must
be executed by an insurance cOF!pany, acceptable to the
City Manager, insuring the public against any loss or
danage that ~ay result to any person or property from the
operation o~ such vehicle. No perso~ shall operate any
such vehlcle without having a policy as described in this
section in full force and ef~ect at all times during the
operation of such vehicle.
SECTION 6406. Driving of Vehicles.
Vehicles for hire shall be operated by the owner
or by an employee o~ the owner.
S~CTION 6407. Parking of Vehicles.
No driver shall permit any vehicle for hi~e to
stand while awaiting employment at any place other than a
stand designated by the Parking and Traffic Engineer and
assigned to the ovmer o~ said vehicle.
No vehicle shall be left unattended in a stand
for a period of tine longer than three ~inutes.
Stands ~ay be occupied fo~ a period of twenty-four
hours a day except where standing, stopping, and parking
are other~ise prohibited by law.
SECTION 6408. Taxicab signs.
Every taxicab shall disylay in the rear of the

SECTION 6410. Full Use of Taxicab.
When a taxicab is engaged the occupant shall
have the exclusive right to the full and free use of the
passenger conpartme~t and no owner or driver of said taxicab

driver's seat and in the 9assenger's conpartnent and in
full view of the passenger a card not less than two by ~our
inches nor TIare than two and one-half by five inches which
shall have printed thereon the licensee's na~e under which
he operates and the business address and telephone number
of such licensee, together vith the rates to be charged by
such vehicle in such format at the City Manager may require.
Every taxicab shall have printed upon the door
of su~h cab the name of the licensee under which the ~ab is
operated, together with the telephone nunber and the cab
number. The nunber o~ the cab and the telep~o~e n~~ber
shall also be ~rinted upon the rear of such vehicle. All
of the lette~ing ~entioned in this section shall be not
less than two and one-fourth ~nches in height and not less
than five-sixteenths of an inch stroke.
~very taxicab ~ay disnlay an electrically lighted
vacan~ sign attached to the top of such cab. Every such
sign shall be not more than two and one-half inches hlgh
by nine inches in length.
S~CTION 6409. ~axi~e3ers.
All taxicabs must base their ~harges on taximeters,
and all taxi~eters shall be placed so that the reading
dial Showing the 2Rount to be charged shall be well lighted
and readily discernible by the passenger riding in su~h
taxicab.
No driver of any taxicab ~pon receiving payment
of a fare as indicated by the taximeter thereon shall refuse
to give a receipt upon the request of any passenger making
said paynent.

SECTION 4. The Mayor shall sign and the City Clerk
shall attest to the passage of this ordinance. The City
Clerk shall cause the sane to be published once in the official
newspaper within fif~een (15) days after its adoption. The
ordinance shall becone effective after thirty (30) days
from its adoption.
