AN ORDI~A~CE OF THE CITY COU~CIL OF THE CITY
OF SANTA MONICA CALLI~G A SPECIAL MU~ICIPAL
ELECTIO~ TO BE HELD ON NOVE~BER 6, 1979 AND
PROVIDING PROCEDURES FOR HOLDING OF SAID
SPECIAL i1UNICIPAL ELECTION
WHEREAS, the resignation of Councilmember Donna O'Brien
S\nnk on August 31, 1979 has caused a Vl'lcancv on the City Council of the City
Santa ~onica, and
WHEREAS, the City Council deems it to be lTI the best
interest of the City of Santa Monica to fill said vacancy by holding
a Special ~unicipal Election at the earliest possible date, November
6, 1979, to flll said vacancy, and
~HEREAS, insufficient tiNe exists to utilize the time
frames provided by the Election Code of the State of Ca1ifornla
to implement the procedures and publicatlons necessary to complete
said election;
NOW, THEREFORE, THE CITY COUNCIL of the City of Santa
~onlca does ordain as follows:
SECTION 1, ELECTIO~ CALL. Pursuant to Section 603 of
the City Charter, Special Municipal Election is hereby called to
be held on Novemb~r 6, 1979 for the purpose of electing a Council-
member to serve an unexpired term ending April 7, 1981.
SECTIO~ 2. ~OMI~ATION OF CA~DIDATES. Candidates may be
nominated not earlier than 8:00 A.M. on Wednesday, the 12th day
of September, 1979 and nominatlons shall close at 5:00 P.~. on

Friday, the 21st day of September, 1979. All other provisions of the
Santa ~onIca :1unicIpal Code and the Election Code of the State of
CalifornIa pertaining to the nOMinatIon of candidates for the office
shall obtain.
SECTION 3. A list of the names of nomInees shall be
published In the order in which they appear on the ballot, between
the 1st day and the 15th day of October, 1979.
SECTIO~ 4. NOTICE OF ELECTION. Not earlIer than Friday,
September 14, 1979 and not later than FrIday, September 21, 1979,
the City Clerk shall publish a notice of election as outlined in
the Election Code of the State of California.
SECTION 5. BALLOT ORDER. Pursuant to Section 11214 of
the Santa Monica ~funicipal Code, a drawing to determIne the ballot
order of candIdates is to be completed by the City 8lerk within
ten days of close of nominations and need not be at a regular
City Council meeting.
SECTION 6. POLLS. The polling places for saId election
shall be open at 7:00 A.~. on the day of said election and shall
remain open continuously from 7:00 A.;1. untIl 8:00 P.M. on the same
day when the polls shall close except as shall be otherwise
provided by the Election Code of the State of California.
SECTIO~ 7. The City Council hereby authorizes and
directs that funds In the amount of $55,000 be appropriated from
the unappropriated reserves of the General Fund of the City of
Santa Monica for the purpose of defraying the cost of said Election
and placed in the Election Division Account of the City Budget.

SECTION 8. Pursuant to the provisions of Section
22003 of the Elections Code of the State of California, this City
Council hereby requests the Board of Supervisors of said County to
permit the Registrar of Voters to prepare and furnish to said
City for use in conduct1ng said elect10n to be held on November 6,
1979, the computer records of the names and addresses of all
eligible registered voters of said City in order that the C1ty
may print labels to be attached to self-mailer sample ballot
booklets; and will also furnish to the City printed indices of
the voters to be used by the Board at the polling place; and will
make available to the City additional election equipment and
assistance according to State law. That said City shall reimburse
said County for services performed when the work is completed and
upon presentat10n to the City of a properly approved bill. That
the City Clerk is hereby directed to forward without delay to said
Board of Supervisors and to said Registrar of Voters each a cert1-
fied copy of th1s ordinance.
SECTION 9. Election Services by Consultant. Pursuant
to Section 10000 of the Election Code of the State of California~
the City Clerk is authorized to contract with and reimburse Martin
and Chapman Company for election services normally provided by
an election consultant in connection with said Special Election.
SECTION 10. As this ordinance relates to the conduct
of an election, it shall be effective immediately, pursuant to
Section 619A of the City Charter.

SECTION 11. Tha Mayor shall sign and the City Clerk
shall attest to the passage of this ordinance. The City Clerk
shall cause this ordinance to be published once in the official
newspaper of the City of Santa Monica within fifteen days after
its adopt~on.
