AN ORDINANCE OF THE CITY CQUNCIL
OF THE' CITY 'OF SANTA MONICA ADDING
SECTION 10111C TO THE $ANTA 'MO~ICA
MUNICIPAL CODE PROHIBIT~G~TOUCH- ~:
AND-GO, STOP-AND-GO, AND LOW APPROACH
OPERATIONS DURING THE WEEKEND AND
CERTAIN HOLIDAYS.
THE CITY COUNCIL OF THE CITY OF SANTA MONICA DOES
ORDAIN AS FOLLOWS:
SECTION 1.
Section lOlllC is hereby added to the
Santa Monica Mun1clpal Code and shall read as follows:
Sect10n lOl1lC. Touch-and-Go,
Stop-and~Go and Low Ap~roach Operations.
Except (1) in the case of an emergency,
(ii) where necessitated by safety
conslderatlons, or (~ll) when required
by the Federal Aviatlon Admlnistration,
no person shall operate any aircraft, or
cause the operation of such on or at
the Santa Monica Municlpal Airport, 1n
a manner so as to make a touch-and-go,
stop-and-go or low approach operation,
as those terms are defined herelnbelow,
during any weekend or legal holiday as

set forth hereafter.
(l).Touch-and-Go Defined.. For
purposes of this Section, a tduc~-and-go
operation shall mean an actlon by an

air~aft conslsting of a landing and
departure on a runway wlthout stopplng
or exitlng the runway.
(2) Sto~-and-Go Defined. For
purposes of this Sectlon, a stop-and-go
operation shall mean an action by an
aireraft cons1sting of a landing followed
_ by a complete stop on the runway and a
takeoff from that point.
(3) Low A~proach Defined. For
purposes of this Section, a low approach
operation shall mean an a~tion by an
a1rcraft conslst1ng of an approach over
the Airport for a landlng where the pilot
intentionally does not make contact with
the runway thereon.
(4) Weekend Defined. For p~poses
of this Section, a weekend shall mean that
per10d from 12:01 o'clock a.m., Saturday
morning, untl1 and lncluding 11:S9 o'clock
p.m. of the next succeedlng Sunday night.

(5) Ho11day Def1n~~. For purposes
of this Section, holiday shall mean New Year's
Day, MeR19r1al Day I ~ndep.endence Day, Labor
Day~ Thanks9iv1ng Day and ChrLs~B
Day, provided, however, that if any
such holiday falls on Saturday or
Sunday, and, as a result, such holiday
is observed on the preceeding Friday
or succeedlng Monday, then such Friday
or Monday, as the case may be, shall
be considered to be a holiday under
this Sect1on.
SECTION 2. Any provis10ns of the Santa Monica
Munlclpal Code, or appendices thereto lnconslstent herewith,
to the extent of such inconsistencies and no further, are
hereby repealed or modified to that extent necessary to
effect the provislons of thls Ordinance.
SECTION 3. If any section, subsection, sentence,
clause or phrase of th1s Ordlnance is for any reason held
to be invalld or unconstitutional by a decision of any court
of competent jurlsdiction, such decls10n shall not affect
the validity of the remalning portions of the Ordinance.
The City Council hereby declares that it would have passed
thlS Ordinance and each and every section, subsection,
sentence, clause or phrase not declared invalid or unconstitu-

tional without regard to whether any portion of the Ordinance
would be subsequently declared lnvalid or unconstitutional.
SECTION 4.
The Mayor shall sign and the Clty
Clerk shall attest to the passage of this Ordinance. The
City Clerk shall cause the same to be published once in the
official newspaper wlthin flfteen (IS) days after lts
adoption. The Ordinance shall become effective after thlrty
(30) days from lts adoption.
