AN ORDINANCE OF THE CITY COUNCIL
OF THE CITY OF SANTA MONICA
NiENDING SECTION 9l29Fl AND
REPEALING SECTIONS 9l29FlA2,
9l29FlA3, AND 9l29FlA4 OF THE
SANTA MONICA MUNICIPAL CODE,
PERTAINING TO OFF-STREET PARKING
REQUIREMENTS.
THE CITY COUNCIL OF THE CITY OF SANTA MONICA
DOES ORDAIN AS FOLLOWS:
SECTION 1.
Sectlon 9l2lF of the Santa Monica
Municipal Code is hereby amended to read as follows:
Sectlon 9l29Fl. Off-Street Parklng Requlrements
For VarlOUS Dlstr~cts And Uses.
A. Residential Districts
Rl Dlstrict. Two (2) covered parklng
spaces per dwelling unit.
R2, R3, R4, CA & CP Dlstrlcts. Dwell1ng
unlts: One and one-half (1-1/2) spaces per dwelling unit
havlng one bedroom or less; two (2) spaces per dwelling unlt
hav~ng two (2) or three (3) bedrooms of the equivalent thereof
or more: plus one (1) addltlonal (off-street) parking space
for each bedroom havlng a separate outside entrance, except
that the requirements for one (1) bedroom unlts or less shall
be lncreased to two (2) spaces for all such units ln excess
of flve (5) for any single proJect. Provlded, further, that
up to one-thlrd (1/3) of all requlred spaces shall be permitted
to be tandem spaces.

Apartment Hotels. Two (2) covered
parking spaces per dwell~ng unit plus one (1) addltlonal
covered off-street parklng space for each bedroom havlng a
separate outside entrance; One (1) covered space per guest
room.
Hotels, Motels, Clubs ,and the Llke.
Hotels, Motels and Clubs: I-space for each of the f~rst
forty (40) hotel or guest rooms; one (1) space per three
(3) hotels or guest rooms ln excess of forty (40); one (1)
space per 250 sq. ft. or gross floor area ln use for
restaurants, shops or other perm~tted commercial uses.
Hospitals, Sanltarlums, Rest Homes, Board
and Care Facllities. One (1) space for each two (2) beds or
fraction thereof.
In the cornputatlon of the total parklng
spaces requlred for any buildlng slte, fractlonal space shall
be resolved to the next whole number.
B. Cornmerclal Districts
Res~dentlal Uses. The same requlrements
as that for the Resldential Districts shall apply.
CA, CP, C2, C3, C4. For bUlldings or
additions up to elght thousand (8,000) square feet of gross
floor area: one (1) square foot of parking area for each square
foot of gross floor area, or, one (I) space for each three
hundred (300) square feet of gross floor area.
For bUlldings or addltions ln excess of
elght thousand (S,OOO) square feet of gross floor area: one (1)
space for each three hundred (300) square feet of gross floor
area.

Except~ons:
Bowlin~ Alleys: Four (4) spaces per alley.
Restaurants:
Drlve-In Restaurants: One (1) space per
one hundred (100) square feet of gross floor area.
Food Markets ~n excess of five thousand
(5,000) square feet, one (1) space per one hundred flfty (150)
feet of gross floor area.
Churches. One (1) space per ten (10)
fixed seats, or one (1) space per eighty (80) square feet of
floor area in places of assembly if no fixed seats.
Theaters, Dance Halls, Convent~on Centers,
Meet~n9 Halls and Places of Assembly: One (1) space per four
(4) fixed seats, or one (I) space per e~ghty (801 square feet
of floor area ~n places of assembly ~f no fixed seats.
Trade Schools and Bus~ness Colleges: One
(1) space per one hundred fifty (150) square feet of gross
floor area.
Schools: Elementary: Ten (10) spaces,
plus one (1) add~tional space per classroom.
Junior High: Ten (lO) spaces,
plus one (I) addit~onal space per classroom.
High School: Ten (IO) spaces,
plus f~fteen (15) additional spaces per classroom.
Colleges: Ten (10) spaces,
plus th~rty (30) add~tlonal spaces per classroom;
c. Industrial Districts
MI and M2.
Industries: One (1) space per three hundred
flfty (350) square feet of gross floor area.

Warehouses and Storage Bu~ldings: One
(1) space per one thousand (1,000) square feet of gross floor
area.
Mortuar~es: One (1) space per five (5)
fixed seats, or one (1) space per forty (40) square feet of
floor area in places of assembly ~f no fixed seats.
Commerc~al Uses: Requirements for
commercial uses shall be the same as the requirement for
commerc~al distr~cts.
D. Change of Use
Noth~ng ~n th~s sect~on shall preclude a
bu~ld~ng or structure from being changed or converted to another
use having the same or a lower parking requ~rement but such
bu~lding or structure shall not be changed or converted to any
use hav~ng a h~gher park~ng requ~rement unless addit~onal park~ng
spaces equal to the higher requirements are prov~ded, such spaces
to meet all other requirements of th~s chapter.
SECTION 2. Sections 9129FlA2, 9129FIA3, and 9l29FIA4
of the Santa Monica Municipal Code are hereby repealed in their
entirety.
SECTION 3. Under no c~rcumstance shall th~s ordinance
be interpreted to apply to any project for which a bu~ld~ng
perm~t has been issued, or which has rece~ved approval by the
plann~ng cornmiss~on, or the City Council as of the effective
date of this ordinance.
SECTION 4. Any provisions of the Santa Mon~ca
Mun~cipal Code, or appendices thereto 1nconsistent herewith,
to the extent of such inconsistencies and no further, are
hereby repealed or modified to that extent necessary to effect
the provis1ons of th1s ord1nance.

SECTION 5. If any sect1on, subsection, sentence,
clause or phrase of th1S ord1nance 1S for any reason held to
be invalid or unconst1tutional by a dec1s1on of any court of
competent ]ur1sdiction, such decis10n shall not affect the
valid1ty of the rema1ning portions of the ord1nance. The C1ty
Council hereby declares that it would have passed th~s ord~nance
and each and every sect1on, subsect1on, sentence, clause or
phrase not declared 1nvalid or unconstitutional without regard
to whether any portion of the ord1nance would be subsequently
declared 1nval1d or unconst1tut1onal.
SECTION 6. It is expressly intended and hereby
prov1ded that the prov1sions of this ordinance are, 1n all
respects, appl1cable to the use of property by any school
d~str1ct, community college d1strict or other educat10nal
district located with1n the City of Santa Monica, or such
parts of such distr1cts as are located with1n the C1ty of Santa
Mon1ca.
SECTION 7. The Mayor shall sign and the City Clerk
shall attest to the passage of th1S ordinance. The C1ty Clerk
shall cause the same to be published once 1n the offic1al
newspaper w1th1n fifteen (15) days after its adoption. The
ordinance shall become effective after thirty (30) days from
its adopt1on.
