AN ORDINANCE OF THE CITY COUNCIL
OF THE CITY OF SANTA MONICA
AMENDING SECTION 3201 OF AND
ADDING SECTION 320lA AND 3201B
TO THE SANTA MONICA MUNICIPAL
CODE, PERTAINING TO NIGHT TIME
PARKING IN BEACH PARKING LOTS.
SECTION 1. Sect~on 3201 of the Santa Monica Mun~cipal
Code is hereby amended to read as follows:
Section 3201. No person shall stand
or park any veh~cle on any public
parking lot between the hours of
3:00 o'clock a.m. and 6:00 o'clock
a.m. whether said veh~cle lS occup~ed
or unoccupled, without a valid permlt
affixed to the windshield of said
vehicle; provlded, however, that no
person shall park or leave standlng
any veh~c1e in any beach parklng lot
for any period between the hours of
10:00 o'clock p.m. and 6:00 o'clock
a.m. of the next succeedlng day wlthout
a valld perm~t so to affixed to the
wlndshle1d of said vehicle.
SECTION 2. Section 320LA is hereby added to the
Santa Monica Munlcipal Code and shall read as follows:
Section 320lA. Beach parking lot
p~rking permits. Any resident of
the Clty living in a designated

perm~t area may make appl~cation for a
res~dent or guest parking permit for
use at beach parking lots dur~ng the
t~mes that parking ~s otherwise pro-
h~b~ted. Such parking permits may be
issued for a per~od of up to one (l)
year and shall be processed by the
Department of Recreation and Parks.
Permit fees, ~f any, des~gnated permit
areas, and exempted periods may be
establ~shed and changed, from t~me to
time, by resolution.
SECTION 3. Sect~on 320lB ~s hereby added to the
Santa Mon~ca Munic~pal Code and shall read as follows:
Section 320lB. Any person violating
any of the provis~ons of Section 3201
of the Santa Monica Munlclpal Code
shall be guilty of an infraction.
Any person convicted of an infractlon
under the prov~s~ons of said Section
3201 shall be punishable by a fine of
not less than Five ($5.00) Dollars and
not more than ~,enty-Five ($25.00)
Dollars. Each such person shall be
guilty of a separate offense for each
and every commission of any violation
of any provlsions of Section 3201 of
thlS code and shall be pun~shed
accordlngly. In additlon to any other
penalty prov~ded by law, any vehicle

parked in v~olation of Section 3201
of this code may be towed, at the
owner's expense, from the park~ng
lot and impounded, and the owner
thereof, shall be responsible for
any fees in connection with such
towing and impounding.
SECTION 4. This ordinance is declared to be an
emergency measure adopted pursuant to the prov~sions of
Sect~on 615 of the Charter of the City of Santa Mon~ca and is
necessary for preserving the public peace, health, or safety,
and the urgency for its adopt~on is set forth ~n the f~ndings
above.
SECTION 5. The Mayor shall sign and the City Clerk
shall attest to the passage of this ordinance. The City Clerk
shall cause the same to be published once in the official
newspaper within f~fteen (15) days after its adoption. The
ord~nance shall become effectlve after thirty (30) days from
its adoption. ~his ord~nance shall be effect~ve for one hundred
twenty (120) days from the date of its adopt~on and thereafter
shall be of no force or effect.
