AN ORDINANCE OF THE CITY COUNCIL
OF THE CITY OF SANTA MONICA ADDING
SEC'fION 941lB TO THE SANTA HONICA
MUNICIPAL CODE, RATIFYING EACH ACT
OF THE CITY COUNCIL AND ALL BOARDS
AND COMMISSIONS IN CONNECTION WITH
THE ADOPTION OF THE GENERAL PLAN
AND ELEMENTS THEREOF, AND REPEALING
ANY LA~vS INCONSISTENT WITH SUCH AC'rION.
THE CITY COl~CIL OF THE CITY OF Sfu~TA MONICA DOES
HEREBY ORDAIN AS FOLLO~'JS:
SECTION 1.
Section 9411B is hereby added to the
Santa Monica Municipal Code to read as follows:
In addition to those elements previously
set forth in this chapter, the following
new or revised elements shall be included in
the general plan: a land use element, a
circulation element, a housing element, a
conservation element, an open space element,
a seismic safety element, a safety element,
a noise element, and a scenic highway element,
in conformity with State requirements.
Such other and further elements, or amendments
to the above elements may be added or made
from time to time, to comply with State
requirements.
SECTION 2.
The general plan and each of the
elements set forth in Section 1 hereof, is hereby ratified
and adopted to constit~te the general plan of the City of
Santa Monica.

SECTION 3. The City Council does hereby ratify
to the extent of its power to do so by ordinance each of its
acts and procedures in connection with the adoption of the
general plan and each of the elements thereof, respectively.
SECTION 4. The City Council of the City of Santa
Bonica does hereby incorporate and readopt each of the
respective elements set forth herein of the general plan
heretofore separately adopted to constitute the general plan
of the City of Santa Monica.
SECTION 5. Any ordinance or resolution or procedure
inconsistent with the adoption, amendment or validity of the
general plan as heretofore adopted is hereby repealed. It
is the intent of the City Council that said repeal operate
retroactively to the full extent permitted bylaw.
SECTION 6. If any section, subsection, sentence,
clause or phrase of this ordinance is for any reason held to
be invalid or unconstitutional by a decision of any Court of
competent jurisdiction, such decision shall not affect the
validity of the remaining portions of the ordinance. The City
Council hereby declares that it would have passed this
ordinance and each and every section, subsection, sentence,
clause or phrase not declared invalid or unconstitutional
without regard to whether any portion of the ordinance would
be subsequently declared invalid or unconstitutional.
SECTION 7. The Mayor shall sign and the City Clerk
shall attest to the passage of this ordinance. The City Clerk
shall cause the same to be published once in the official
newspaper within fifteen (15) days after its adoption. The
ordinance shall become effective after thirty (30) days from
its adoption.
