AN ORDINk~CE OF THE CITY COUNCIL OF THE
CITY OF SANTA MONICA AMENDING SECTIONS
4241 AND 4242 OF THE SANTA MONICA MUNICIPAL
CODE, PERTAINING TO PARADE ROUTES.
THE CI7Y COUNCIL OF THE CITY OF SANTA f10NICA DOES
ORDAIN AS FOLLOWS:
SECTION 1.
Sectlon 4241 of the Santa Monlca
MunlClpal Code lS hereby amended and shall read as follows:
Section 4241.
Parades.
NO person shall hold,
manage, conduct, carryon, or particlpate ln, any parade, march,
or process~on of any kind or any other similar activlty or beat
or play any drum trlangle, tambourine, or any wlnd or strlng
lnstrurrlent upon any street or alley In the Clty w~thout flrst
havlng applied for and obtained a permit therefore from the
Ch~ef of Pollce w~th the approval of the Clty Manager as provlded
ln thlS Chapter.
Ocean Avenue, between the north~est
Clty llffilts and Colorado Avenue, shall be the C~ty's official
parade route, and the Chlef of Pollce shall lssue a permit for
a parade, march, or procession on any other street wltnin the
Clty only after the route for such parade, march, or procession
is authorlzed by resolutlon of the Clty Councll.
SECTION 2.
Sect~on 4242 of the Santa Monlca
Munlcipal Code 1S hereby amended and shall read as follows:
Sect~on 4242.
Appllcation For Permit.
Any
person deslrlng to do any of the acts spec~fied in Section 4241
hereof shall flle an appl~catlon wlth the Chlef of Pollce upon
a form to be supplled by the Clty wlthout charge to the appl~cant

settlng forth the followlng lnformatlon ln regard to the proposed
event:
(1) The name and address of the
appl~cant;
and,
(2) The purpose; and,
(3) The date and tlme; and,
(4) The part of Ocean Avenue to be
ut~l~zed along with any required formation or disbandlng areas
or the streets, or portions thereof, within the C~ty, other than
Ocean Avenue, to be utl11zed, along with any required forrnatlon
or dlsbandlng areas.
SECTION 3. Any provlsion of the Santa Monlca
Mun~c~pal Code, or appendlces thereto lnconsistent herewith, to
the extent of such ~nconslstencies and no further, are hereby
repealed or modlfled to that extent necessary to effect the
provlslons of this ordlnance.
SECTION 4,
If any section, subsectlon, sentence,
clause or phrase of this ord~nance is for any reason held to be
lnval~d or unconstltutional by a declsion of any court of competent
jurisdiction, such declsion shall not affect the validlty of the
rernalning portlons of the ordinance. The City Council hereby
declares that lt would have passed thlS ordinance and each and
every section, subsect~on, sentence, clause or phrase not declared
invalld or unconstltutlonal without regard to whether any port~on
of the ordinance would be subsequently declared invalld or
unconstitutlonal.
SECTION 5. The Mayor shall slgn and the C~ty Clerk
shall attest to the passage of thlS ordlnance. The Clty Clerk
shall cause the same to be publ~shed once in the offlcial newspaper
within f~fteen (15) days after its adoption. The ordinance shall

become effective after th~rty (30) days from ~ts adoptlon.
