ORDINANCE NO. 1001 (CCS)

AN ORDINM~CE OF THE CITY COUNCIL OF
THE CITY OF SANTA nONICA AHENDING
SECTIONS 7200, 7201 AND 7203 OF AND
ADDING SECTION 7233 TO THE SANTA
MONICA MUNICIPAL CODE, PERTAINING TO
WATER RATES, CHARGES AND SERVICES.
THE CITY COUNCIL OF THE CITY OF SANTA MONICA DOES
HEREBY ORDAIN AS FOLLOWS:
SECTION 1.
Section 7200 of the Santa Monlca
Municipal Code 1S hereby amended to read as follows:
Sectlon 7200. Rates and Charges. The rate
for water furnished through water meters and any serv~ce charge
therefor shall be estab11shed, and may be amended or rev~sed,
from time to t1rne, by resolution of the C~ty Councll, and such
rates and charges shall const1tute the charges for supplying
water service to any consumer and shall be collected by the
Water D1V1S10n of the C~ty.
SECTION 2.
Sect~on 7201 of the Santa Monlca
Mun1clpal Code 1S hereby amended to read as follows:
Sect10n 7201.
Service To C~tx Depart~ents
and D1V1Slons.
(a) General.
Water furnlshed to mun~cipal
parks, ce~eterles, public bUlld~ngs, publlC property, et cetera,
shall be neasured by meters and a charge shall be ~ade aga1nst
the proper department or dlVlsion of the City at the rates
adopted pursuant to Sectlon 7200 herein. Charges made for
installat~on of new services and meters, and for changes in
location and/or size shall be made as speclfied in Sectlon 7211.
(b) F~re Protectlon.
For each publ~c
fire hydrant w~thln the C~ty, and for water used for f1re

protection, the charge to the Plre Department shall be $1.00 per
hydrant per month.
(c) Unmetered SerV1ce. For water furn~shed
to the Clty through fire hydrants or other facllities, where ~n
the oplnion of the Water Superlntendent it ~s not practlcal to
meter, then the Water Superlntendent shall estlmate the quallty
served, and a charge shall be made against the proper department
or div~slon in accordance with the rates adopted pursua~t to
Section 7200 herein.
SECTION 3. Section 7203 of the Santa f10nlca
Munic~pal Code ~s hereby amended to read as follows:
Section 7203. Temporary Water Service.
(a) From Fire Hydrants. Metered serVlce
from fire hydrants may be proVlded for 11mited periods upon
proper appllcat~on therefore, subJect to the approval of the
Water Superintendent and to all permlt regulrements of Artlcle VII
of this Code. Appllcants shall be requlred to pay for such
serv~ce the actual cost of lnstalling, malntalnlng and removing
the meter and appurtenant-plp~ng; the actual cost of maklng any
changes ~n locat~on; the resular established b~-rnonthly serVlce
charge for the installed meter; and water used at the hlghest
unit rate established pursuant to Section 7200 hereln; all plus
ten percent for overhead.
Prlor to lnstallat~on of the temporary
meter and serVlce, the Water Superlntendent shall estimate the
total charge and the applicant shall advance to the City sald
estlmated charge. After the need for the terr.porary service has
ceased and the meter removed, the actual charge shall be determined
by the P~nance Department. The Clty shall refund to the applicant
any portlon of the amount depos~ted which is ~n excess of the
actual.charge. In the event the estlmated charge deposited by

the app12cant 2S less than the actual charge, the appllcant shall
pay to the Clty the dlfference between the est2mated charge and
the actual charge.
All flow of water froM a flre hydrant
shall be controlled by means of an approved auxll~ary valve,
unless ot~er'V1se speclflcally authorlzed by the ~';ater Superintendent.
When such author2zatlon has been granted, the hydrant shall only
be operated w1th an approved spanner wrench.
(b) Other. Whenever it lS not posslble
or practlcal to prov1de temporary metered service from a flre
hydrant, a temporary metered connectlon ~ay be made to any
eXlst1ng water facil1ty at the dlscret10n of the ~ater
Superintendent. The conditlons of serV1ce, appl1cation procedures,
and charges shall be as deterrnlned by the Water Superlrlt.endent.
(c) Unmetered. For temporary serVlce,
where 1n the op1nlon of the Water Superintendent, 1t 1S not
practlcal to meter, then the ~ater Superlntendent shall estlmate
by any feas1ble method the quantlty of water served and shall
determ1ne a falr and equitable charge therefore. For all
unmetered serVlce, however, the minlmum charge shall be $5.00
per week or part thereof.
SECTION 4.
Sectlon 7233 is hereby added to the
Santa f10nlca Nunlclpal Code, and shall read as follows:
Sectlon 7233. Hater Reserves Fund. A fund for
accumulatlng excess water revenues is hereby created, to be
known as the "Hater Reserves Fund." Such fund sl1all cons1st of
excess water revenues and shall be used solely and ~clus1vely
for fundlng expenses of the Water Divis1on.
SECTION 5. Any provlsion of the Santa Mon1ca
Munlc1pal Code, or appendlces thereto lncons1stent herewith, to
the extent of such 1nconsisties and no further, are hereby
