R-10162 RESOLUTION NO. l0162(CCS) (City Council Series) A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF SANTA MONICA FINDING THE CITY TO BE IN CONFORMANCE WITH THE CONGESTION MANAGEMENT PROGRAM (CMP) AND ADOPTINGTHE CMP LOCAL DEVELOPMENT REPORT, IN ACCORDANCE WITH CALIFORNIA GOVERNMENT CODE SECTION 65089 WHEREAS, the state's Congestion Management Prograrn (CMP) requires the Los Angeles County Metropolitan Transportation Authority ("Metro"), acting as the Congestion Management Agency for Los Angeles County, to annually determine that the County and cities within the County are conforming to all CMP requirernents; and WHEREAS, Metro requires the City to submit its annual CMP Local Development Report by Septernber 1 of each year; and WHEREAS, the City Council received the report and held a noticed public hearing on August 8, 2006, NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF SANTA MONICA DOES HEREBY RESOLVE AS FOLLOWS: SECTION 1. The City has taken all of the following actions: (a) The City has conducted and will continue to conduct traffic counts and has calculated levels of service for selected arterial sections, consistent with the requirements identified in the CMP Highway and Roadway Systern chapter. (b) The City has adopted and continues to implement a transportation dernand management ordinance, consistent with the requirements specified in the CMP Transportation Demand Management chapter. 1 (c) The City has adopted and continues to implement a land use analysis program, consistent with the requirements identified in the CMP Land Use Analysis Program chapter. (d) The City has adopted a Local Development Report, attached hereto and made a part hereof, consistent with the requirernents identified in the 2004 CMP. SECTION 2. The City's Local Development Report dernonstrates that the City is meeting its responsibilities under the Countywide Deficiency Plan consistent with the Metro's 2003 Short Range Transportation Plan. SECTION 3. The City is in conformance with all applicable requirements of the 2004 CMP adopted July 22, 2004. SECTION 4. The City Clerk shall certify to the adoption of this Resolution, forward a copy of this Resolution to the Los Angeles County Metropolitan Transportation Authority, and thenceforth and thereafter the sarne shall be in full force and effect.
