R-10152 Council Meeting: July 11, 2006 Santa Monica, CA RESOLUTION NUMBER 10152 (CCS) (City Council Series) A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF SANTA MONICA IN SUPPORT OF THE WESTSIDE CITIES COUNCIL OF GOVERNMENTS ("COG") PROPOSED WESTS IDE MOBILITY ACTION PLAN WHEREAS the Wests ide Cities Council of Governments (COG) acknowledges the need to find solutions to the Westside subregion's traffic and transportation needs; and WHEREAS, the Westside is an econornic engine for LA County and experiences the burden of traffic resulting from commuters to our employment and cornrnerciallrecreational areas; and WHEREAS, the Westside subregion of Los Angeles County has not received its fair share of transportation improvernents; and WHEREAS, the Westside cities support the construction of the Exposition Light Rail Transit ("Expo LRT") project in Santa Monica; and 1 WHEREAS the Westside cities support planning efforts to ensure "project readiness" to fund a MT A Red Line extension to the Westside after Expo LRT funding to Santa Monica is secured; and WHEREAS, a COG structure enhances advocacy for funds from regional, state and federal sources because prioritized projects are region serving, NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF SANTA MONICA DOES HEREBY RESOLVE AS FOLLOWS: SECTION 1. The City Council supports full funding for Phase 2 of the Exposition Light Rail project and extension of the Metro Red Line Subway to the Westside. SECTION 2. That Santa Monica staff rneet with staff from other Westside Cities to improve signal synchronization and coordination. SECTION 3. That the City Manager shall explore congestion reduction options on arterials such as prohibiting non-ernergency peak-hour construction and encroachrnent perrnits. SECTION 4. That Santa Monica supports coordinated lobbying efforts to support Westside Transportation irnprovernents. 2 SECTION 5. That the City Manager shall prepare a resolution in support of the State Transportation Infrastructure bonds on the November ballot and irnplement an educational prograrn on the types of projects the bonds will make possible. SECTION 6. That the City Manager shall evaluate other potential funding mechanisms for future transportation funding. SECTION 7. The City Clerk shall certify to the adoption of this resolution and thenceforth and thereafter the same shall be in full force and effect.
