A RESOLUTION OF THE CITY COUNCIL
OF THE CITY OF SANTA MONICA
APPROVING AN AMENDMENT OF THE GENERAL PLAN LAND USE
MAP TO CORRECT A MAPPING ERROR CONCERNING THE AREA ALONG
PICO BOULEVARD FROM 11TH STREET TO EUCLID STREET
WHEREAS, an application for a General Plan Amendrnent was filed by a property
owner pursuant to Santa Monica Municipal Code Section 9.04.20.18.080 (c); and
WHEREAS, the application requested that the General Plan Land Use Map be
amended to correctly denote that the area along Pico Boulevard between 11 th Street and
Euclid Street shall be shown as High Density Housing, consistent with Policy 1.6.6 of the
General Plan Land Use Element, as shown in Exhibit A ("Proposed Land Use Map
Amendment") ;
WHEREAS, a Notice of Intent to Adopt an Initial Study and Proposed Mitigated
Negative Declaration for an 18-unit condominium development located at 1112-1122 Pico
Boulevard was published on December 14, 2005, in cornpliance with the California
Environmental Quality Act (CEQA) and the City of Santa Monica CEQA Guidelines; and,
WHEREAS, during the course of preparing the Initial Study and Proposed Mitigated
Negative Declaration it was discovered that there is a discrepancy between the General
Plan Land Use Element and the General Plan Land Use Map concerning the allowable
density of development; and,
WHEREAS, the General Plan Land Use Element adopted on October 23, 1984 by
the City Council by Resolution No. 6938, indicates in Policy 1.6.6 that the area along Pico
Boulevard between 11th Street and Euclid Street should accommodate residential uses at
a High Density Residential intensity and the Ge neral Plan Land Use Map indicates that
the same area is designated as an area for Mediurn Density Housing; and,
WHEREAS, in addition to the discrepancy, the Official Districting Map further
reinforces General Land Use Element Policy 1.6.6 in that the same area is zoned as an
area for High Density Residential (R4); and,
WHEREAS, because the Official Districting Map is clearly consistent with the Land
Use Element, an amendment of the General Plan Land Use Map is appropriate to correct
the mapping error; and
WHEREAS, on April 19, 2006 the Santa Monica Planning Comrnission adopted
Resolution No. 06-007 (Planning Cornrnission Series) that forwarded a recomrnendation
to the City Council that the General Plan Land Use Map be arnended to rectify the
mapping error.
NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF SANTA MONICA
DOES HEREBY RESOLVE AS FOLLOWS:
SECTION 1. The City Council finds that an amendrnent of the General Plan Land
Use Map is appropriate to rectify a rnapping error.
SECTION 2. Pursuant to Santa Monica Municipal Code Section 9.04.20.18, the
City Council does hereby amend the City of Santa Monica General Plan Land Use Map as
set forth in Exhibit "A" attached to this Resolution.
SECTION 3. The City Clerk shall certify to the adoption of this Resolution, and
thenceforth and thereafter the same shall be in full force and effect.
