R-10141 RESOLUTION NUMBER 10141 (CCS) A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF SANTA MONICA, CALIFORNIA, ESTABLISHING USER FEES FOR SOCIAL SERVICE, RECREATION AND COMMUNITY PROGRAMS, CLASSES AND SERVICES OF THE DEPARTMENT OF COMMUNITY AND CULTURAL SERVICES OF THE CITY OF SANTA MONICA WHEREAS, the social service, recreation and community programs, classes and services offered by the Community and Cultural Services Department include a wide variety of activities for residents of varied ages, interests, and abilities; and WHEREAS, it is the policy of the City of Santa Monica to charge for the costs of these services provided by the City when such services benefit individual users rather than the community as a whole; and WHEREAS, the Santa Monica Municipal Code (the Code) authorizes the City to establish user fees for services provided to individuals rather than the general public and authorized the amount of such fees to be set by resolution; and WHEREAS, the City has calculated the cost of providing various recreational services and opportunities to individuals and has discounted those costs to ensure that individuals will be able to utilize these services and opportunities. NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF SANTA MONICA DOES HEREBY RESOLVE AS FOLLOWS: SECTION 1: The following fees are established for programs and services of the Community and Cultural Services Department. A. (2) Adult and Youth Group Swim Lessons: a) Residents: $8 per hour b) Non-residents: $16 per hour (3) Adult and Youth Semi-Private Swim Lessons: a) Residents: $32 per hour b) Non-residents: $70 per hour (4) Specialty Classes: a) Guard Start b) Lifeguard Training c) Water Safety Instructor Resident $ 80.00 $100.00 $120.00 Non-Resident $110.00 $130.00 $150.00 (5) Aquatics Supplies Fees: Fees will be assessed to cover the actual cost of the items and a portion of administrative expenses. B. Community Activities: (1) Lawn Bowling Club Fee: $2.18 per hour up to 20 hours per week for rental of Douglas Park Clubhouse. Fees will increase by the Consumer Price Index (CPI) each October 1 st. Hours above 20 hours per week will be charged at the Douglas 88 Park Clubhouse facilities rental rate. Tennis Court Reservation Rate: City park and Santa Monica High School Courts when used by the City pursuant to agreements with the Santa Monica-Malibu Unified School District are reserved. (1) Hourly rates (payable in advance) at $2.50 per hour, per person, per court (2) Quarterly pass rates are available on January 2, April 1 , July 1, October 1 (payable in advance) and shall be as follows: a) Youth (17 years and under) b) Adults (18 years - 59 years) c) Seniors (60 years and over) $15.00 $45.00 $15.00 (3) Tennis Reservation Cards: $10.00 (4) No Show Fee: $3.00 per hour No Show Fee (instructors): $6.00 per hour (no shows or cancellation less than six hours in advance of scheduled time). (5) Independent Instructor fee: Number of students: 1-2 $12.00 per hour $ 6.00 per ~ hour (6) Santa Monica - based Private Schools: $8.00 per hour per court (7) Santa Monica -based Non-Profit Organizations: $8.00 per hour per court, waived for youth organizations (8) Hotel Fee: $10.00 D. Senior Recreation Center Activitv Cards: Activity cards are valid January 1 - December 31. Effective January 1, 2004. 89 (1) Residents: $5.00 per person (2) Non-Residents: $16.00 per person E. Special Instruction: A class registration fee will be assessed to cover all instructors' salaries and a portion of administrative expenses. All participants shall pay for materials used in the program activities. F. CREST Child Care Proaram: The CREST program is a joint program between the City and the Santa Monica-Malibu Unified School District. The following fees represent the fees for the City portion of the program. Senior Trips: A fee will be assessed to cover the actual cost of the admission price and a portion of administrative expenses. K. Therapeutic Dance: A suggested donation will be assessed to cover a portion of the expenses associated with the Therapeutic Prom. Residents $2.00 $4.00 (1 ) (2) Non-Residents M. Miles Playhouse Fees: Fees will be charged for admission to in-house productions presented at Miles Playhouse at the following ticket prices: 91 Children & Adults ages 14 and up Children under age.14 $10.00 $ 5.00 Collaborative/Partnership Programming - An admission fee will be assessed to cover a portion of administrative expenses and divided between the City and the collaborative/partnering agency based upon mutual agreement. O. Skate Park Fees: A fee will be assessed to cover supplies and a portion of administrative expenses. On July 1 st of each fiscal year, fees may be increased administratively to cover additional costs to the program. However, the increased fees will not exceed the cost of providing the program. SECTION 3. A registration and materials fee may be assessed for all social service, recreation and community programs, classes and services that are listed in this resolution. SECTION 4. Fees to be charged for social service, recreation and community programs which are not listed in this resolution shall be determined by the Community and Cultural Services Director and shall be based upon the costs incurred in providing the program. SECTION 5. Fee reductions or waivers may be approved administratively to promote community access to special events and other social and recreational programming. SECTION 6. Effective July 1, 2006, Resolution NO.1 0049 (CCS) is hereby repealed. SECTION 7. The fees set forth in this Resolution shall be effective July 1, 2006. SECTION 8. The City Clerk shall certify to the adoption of this Resolution, and thenceforth and thereafter the same shall be in full force and effect.
