A RESOLUTION OF THE CITY COUNCIL OF THE
CITY OF SANTA MONICA SETTING THE.AMOUNT OF FEES TO BE
CHARGED FOR THE USE OF COMMUNITY
AND RECREATIONAL FACILITIES OPERATED BY THE
COMMUNITY AND CULTURAL SERVICES DEPARTMENT
OF THE CITY OF SANTA MONICA, FOR THE RENTAL
OF CIVIC AUDITORIUM PARKING SPACES, AND FOR
THE USE OF THE BARNARD WAY BEACH PARKING LOT
WHEREAS, the municipal facilities managed by the Community and Cultural
Services Department of the City of Santa Monica are for use by the public; and
WHEREAS, it is the policy of the City of Santa Monica to charge for the use of
City facilities when such use benefits individuals rather than the community as a whole;
and
WHEREAS, the Santa Monica Municipal Code authorizes the City to establish
user fees for services, for opportunities provided by the City t6 individuals rather than
the general public, and for commercial and other uses of public property by individuals
and groups, and further authorizes setting the amount of such fees by resolution; and
WHEREAS, the City has calculated the cost of making various facilities available
for use by individuals and groups; and
WHEREAS, the City makes various recreational facilities, fields, courts, rooms,
auditoriums, and patios, which are located in City parks, available for recreational
activities; and
WHEREAS, the City makes plots In the community gardens available for
individual use; and

WHEREAS, the City makes rooms at the Ken Edwards Center available for
various types of meetings; and
WHEREAS, fees for use of City recreational facilities by the Santa Monica Malibu
Unified School District and the Santa Monica Community College are established by
separate facilities agreements between the City and those entities; and
WHEREAS, it is the policy of the City to establish its user fee schedules so as to
promote use of its limited facilities by this community and by groups working to promote
this community's welfare,
NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF SANTA MONICA
DOES RESOLVE AS FOLLOWS:
SECTION 1. Facility rental fees for use of facilities located in City parks and at
the Ken Edwards Center shall be as specified in Exhibits A and B which are attached to
and are part of this Resolution.
SECTION 2. Fees for the rental of sports facilities shall be as specified in Exhibit
C which is attached to and is part of this Resolution.
SECTION 3. The fee for renting available Civic Auditorium parking spaces shall
not exceed Seven Dollars and Twenty-Seven Cents ($7.27) per automobile space per
period of occupancy, not to exceed twelve (12) hours. Parking for Auditorium events
shall have precedence over parking for the general public, including City employees.
Notwithstanding any provisions contained herein, the City may grant free use of said
parking spaces to the general public.
SECTION 4. The fee for using the 2030 Barnard Way beach parking lot for a
community event is Four Thousand Dollars ($4,000) per day for 1/6 of the lot or Eight
Thousand Dollars ($8,000) per day for 1/3 of the lot.

SECTION 5. The fee for an annual beach parking lot permit for a City of Santa
Monica resident is One Hundred Thirty Dollars ($130.00).
SECTION 6. The City of Santa Monica has 70 garden plots that are permitted
out to Santa Monica residents only, on an annual basis at a rate of $60 per year.
Permits are valid January 1 - December 31.
SECTION 7. Permit fees for commercial filming and commercial photography in
buildings and sports facilities in City parks, at Santa Monica State Beach, and in beach
parking lots shall be as specified in Exhibit D which is attached to and is part of this
Resolution.
SECTION 8. Organizations using City recreational facilities may be charged
additional fees beyond those listed on the attached Exhibits when:
1. Use of the facility by any organization requires facility coverage or
maintenance beyond that normally provided.
2. Use of the facility results in damage to the facility interior, exterior or its
furnishings.
SECTION 9. Fees to be charged for the use of community and recreational
facilities but which are not listed in this Resolution shall be determined by the
Community and Cultural Services Director and shall be based upon the costs incurred
in providing the facility or program.
SECTION 10. Effective July 1, 2006, Resolution Number 9948 (CCS) is hereby
repealed.
SECTION 11. The fees set forth in this Resolution shall be effective July 1,
2006.

SECTION 12. The City Clerk shall certify to the adoption of this Resolution, and
thenceforth and thereafter the same shall be in full force and effect.

(CPI) adjustment, rounded to the nearest $0.25.

Please Note:

Uses outside of these times will require a staffing fee of $12.75 per hour, based on availability.

1) These fees are in addition to any permits or licenses required for conducting business or filming in the City of Santa Monica.
2) Filming: A day is considered up to 8 consecutive hours. Users exceeding 8 hours will be charged the Resident Commercial
rate for each additional hour. Students/NP/Educational will be charged the Resident NP hourly rental rate.
3) Additional compensation may be required for filming in the event a scheduled activity or permit is displaced.

5) Rates for Sports Facilities vary depending upon use of lights, necessary staffing, City sponsorship, type of use and guidelines
of the Parks and Recreation Master Plan.

7) A staffing fee of $12.83/hour will be assessed for facility usage outside of normal operating hours to be increased each October 1st
by the consumer price index (CPI) rate.
8) Additional fees may be assessed for damage to the facility interior, exterior or its furnishings.
