A RESOLUTION OF THE CITY COUNCIL
OF THE CITY OF SANTA MONICA AMENDING THE OPEN SPACE ELEMENT OF
THE GENERAL PLAN OF THE CITY OF SANTA MONICA
WHEREAS, the City of Santa Monica adopted its existing Open Space Element in
1973; and
WHEREAS, an update of the Open Space Element was prepared in conformity
with the requirements of Government Code Section 65302(e); and
WHEREAS, the Planning Commission, in conjunction with the Recreation and
Parks Commission, conducted a duly noticed public hearing and unanimously approved
and forwarded a recommendation for approval of the update to the Open Space Element
with modification to the City Council; and
WHEREAS, the City Council conducted duly noticed public hearings on June 10,
1997 and June 24, 1997 and conceptually approved the update to the Open Space
Element with minor modifications; and
WHEREAS, a Notice of Preparation of the Environmental Impact Report on the
update of the Open Space Element of the General Plan was issued in July, 1998; and

WHEREAS, a Notice of Completion of the Draft Environmental Impact Report was
published in February, 2001, in compliance with the California Environmental Quality Act
and the City of Santa Monica CEQA Guidelines; and
WHEREAS, the Draft Environmental Impact Report was circulated for a 45-day
public comment period; and
WHEREAS, comments received during the public comment period and the
responses have been incorporated in the Final Environmental Impact Report; and
WHEREAS, the Planning Commission conducted a public hearing on September
5, 2001 to consider a recommendation for certification of the Final Environmental Impact
Report and adoption of a Statement of Overriding Considerations and voted unanimously
to recommend certification of the Final Environmental Impact Report and adoption of a
Statement of Overriding Considerations; and
WHEREAS, the City Council has fully considered the Final Environmental Impact
Report on the update of the Open Space Element; and
WHEREAS, the City Council has adopted a Statement of Overriding
Considerations,
WHEREAS, the Planning Commission conducted a public hearing on September

5, 2001 to consider updating the Open Space Element of the General Plan and voted
unanimously to recommend its adoption to the City Council; and
NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF SANTA MONICA
DOES HEREBY RESOLVE AS FOLLOWS:
SECTION 1. The City Council finds that the Open Space Element complies with
the requirements of Government Code Section 65302(e), as provided in Government
Code Article 10.5.
SECTION 2. The document attached hereto marked Exhibit A is hereby approved
and adopted as the Open Space Element of the General Plan of the City of Santa
Monica.
SECTION 3. Pursuant to the Santa Monica Municipal Code, Article IX, Chapter 1,
Subchapter 9.04.20, Part 9.04.20.18, Section 9.04.20.18.050 the City Council does
hereby amend the Open Space Element of the Santa Monica General Plan.
SECTION 4. The City Clerk shall certify to the adoption of this Resolution, and
thenceforth and thereafter the same shall be in full force and effect.
