A RESOLUTION OF THE CITY COUNCIL
OF THE CITY OF SANTA MONICA
CERTIFYING THE FINAL ENVIRONMENTAL IMPACT REPORT
ON THE UPDATE OF THE OPEN SPACE ELEMENT FO THE GENERAL PLAN
WHEREAS, a Notice of Preparation of the Environmental Impact Report on the
update of the Open Space Element of the General Plan was issued in July, 1998; and
WHEREAS, a Notice of Completion of the Draft Environmental Impact Report was
published in February, 2001, in compliance with the California Environmental Quality Act
and the City of Santa Monica CEQA Guidelines; and
WHEREAS, the Draft Environmental Impact Report was circulated for a 45-day
public comment period; and
WHEREAS, comments received during the public comment period and the
responses have been incorporated in the Final Environmental Impact Report; and
WHEREAS, in May, 2001, the Final Environmental Impact Report was published;

WHEREAS, the Planning Commission conducted a public hearing on September 5,
2001 to consider a recommendation for certification ofthe Final Environmental Impact Report
and voted unanimously to recommend certification of the Final Environmental Impact
Report to the Council; and
WHEREAS, on December 11 , 2001 the City Council, as Lead City Agency, reviewed
the Final Environmental Impact Report,
NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF SANTA MONICA
DOES HEREBY RESOLVE AS FOLLOWS:
SECTION 1. The City Council has reviewed and considered the information
contained in the Final Environmental Impact Report on the update of the Open Space
Element of the General Plan prior to acting on the project.
SECTION 2. The City Council certifies that the Final Environmental Impact Report
for the project was presented to the City Council, that the Final Environmental Impact
Report for the project was completed in full compliance with State law and City CEQA
Guidelines, that there was adequate public review of the Draft Environmental Impact
Report, that it has considered all comments on the Draft Environmental Impact Report and
responses to comments, that the Final Environmental Impact Report adequately discusses
all significant environmental issues, that the Final Environmental Impact Report reflects the
independent judgement and analysis of the City, and that the City Council has reviewed

and considered the information contained in the Final Environmental Impact Report in its
decision-making process prior to approving the project.

SECTION 3. The City Clerk shall certify to the adoption of this Resolution, and
thenceforth and thereafter the same shall be in full force and effect.
