R-9505 f:\atty\muni\laws\mjm\forest-1.wpd City Council Meeting 4-11-00 Santa Monica, California RESOLUTION NUMBER 9505 (CCS) (City Council Series) A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF SANTA MONICA DECLARING SUPPORT FOR THE HERITAGE FORESTS CAMPAIGN WHEREAS, the people of the City of Santa Monica place a high value on the recreational, environmental and aesthetic benefits of wild forests; and WHEREAS, these benefits hinge on the preservation of intact and undamaged pristine wilderness areas; and WHEREAS, California is fortunate to have some of our nation's most impressive national forests; and WHEREAS, the public is legitimately concerned about continued road building, logging, mining and other destructive practices in our last remaining forest wildernesses; and WHEREAS, road less areas help recharge aquifers and are often in the headwaters of municipal watersheds; and WHEREAS, these unlogged and unroaded areas protect private property from landslides and flood damage; and 1 WHEREAS, protecting scenic wilderness areas also makes sound economic sense in that the projected economic impact in the year 2000 of national forest recreation will be $110 billion, compared to $3.5 billion for logging; and WHEREAS, preserving pristine wilderness areas will in the long run lead to more public wealth than consuming them for extractive purposes; and WHEREAS, the public interest is best served by a strong forest preservation policy protecting wilderness areas from logging, road building, mining, commodity development and other destructive practices; and WHEREAS, the public interest also requires affording reasonable access, consistent with wilderness preservation and protection, to the public, including those with limited mobility, NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF SANTA MONICA DOES RESOLVE AS FOLLOWS: SECTION 1. A policy protecting road less areas in our national forests is of benefit to the people of the City of Santa Monica and the State of California. SECTION 2. The City Council of the City of Santa Monica calls upon the United States Forest Service to adopt the Heritage Forests Campaign protection policy, which preserves all roadless areas of 1,000 acres or more in our national forests. SECTION 3. The City of Santa Monica also calls upon the United States Forest Service to ensure that any access opportunities to wilderness areas are also made available to those with limited mobility. 2 SECTION 4. A copy of this Resolution shall be forwarded to the United States Forest Service Chief Michael Dombeck and to all federal representatives of the City of Santa Monica, including the President of the United States. SECTION 5. The City Clerk shall certify to the adoption of this Resolution, and thenceforth and thereafter the same shall be in full force and effect. ~ 3 Adopted and approved this 11thof April, 2000.
