R-9542 f:\atty\mu ni\laws\mjm\ihss. wpd City Council Meeting 7-11-00 Santa Monica, California RESOLUTION NUMBER 9542 (CCS) (City Council Series) A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF SANTA MONICA IN SUPPORT OF COOPERATIVE EFFORTS TO SAVE LOS ANGELES COUNTY'S IN-HOME SUPPORT SERVICES WHEREAS, homecare workers, also known as in-home support services workers, are a lifeline to more than 92,000 Los Angeles County seniors and people with disabilities, allowing them to live safely in their own homes and communities; and WHEREAS, the vast majority of in-home support services (IHSS) workers earn the minimum wage ($5.25 to $6.25 an hour) and are paid by the state with a combination of federal, state and county funds but receive no health benefits, sick leave, vacation or pension; and WHEREAS, thousands of IHSS consumers live in fear of being institutionalized or having a medical condition dangerously neglected due to the chronic and severe labor shortage in the IHSS system; and WHEREAS, Governor Davis and the Los Angeles Board of Supervisors have demonstrated their concern for the plight of frail elders and persons with disabilities; and 1 WHEREAS, both the Governor and the Los Angeles Board of Supervisors have reached an impasse in their negotiations over sharing the costs of increases and benefits proposed by the Governor, NOW, THEREFORE, THE CITY COUNCil OF THE CITY OF SANTA MONICA DOES RESOLVE AS FOllOWS: SECTION 1. The City of Santa Monica joins with the Los Angeles County Area Agency on Aging Advisory Council in calling upon Governor Davis and the Los Angeles County Board of Supervisors to cooperate in finding the funds necessary to pay for a living wage and benefits for in-house support services personal care assistants. SECTION 2. The City Clerk shall certify to the adoption of this Resolution, and thenceforth and thereafter the same shall be in full force and effect. f 2 Adopted and approved this 11th of July, 2000.
