A RESOLUTION OF THE CITY COUNCIL OF THE
CITY OF SANTA MONICA RELEASING CITY OF SANTA MONICA
FUNDS AVAILABLE UNDER THE JUVENILE ACCOUNTABILITY
INCENTIVE BLOCK GRANT (JAIBG) TO THE COUNTY OF
LOS ANGELES TO BE USED FOR THE PURPOSE OF
HIRING A DEPUTY DISTRICT ATTORNEY FOR INTERVENTION
FOR CHRONIC TRUANTS IN THE CITY OF SANTA MONICA
WHEREAS, grant funds are available for Fiscal Year 2000-2001 from the Juvenile
Accountability Incentive Block Grant (JAIBG) Program for the purpose of coordinating the
Abolish Chronic Truancy (ACT) Program in the City; and
WHEREAS, this purpose can best be achieved by the City releasing its grant funds
under JAIBG to the County of Los Angeles so the County can hire a Deputy District
Attorney to administer the program in the City of Santa Monica,

NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF SANTA MONICA
DOES RESOLVE AS FOLLOWS:
SECTION 1. The City of Santa Monica waives its right to receive its entire direct
subgrant award and authorizes the funds to be expended by the County of Los Angeles
on condition that the funds be expended for the hiring of a Deputy District Attorney who will
administer the ACT Program in Santa Monica.
SECTION 2. The City Council authorizes the City Manager, or her designee, to
negotiate and enter into an agreement with the County of Los Angeles for the hiring of a
Deputy District Attorney to administer the ACT Program in Santa Monica in an amount not
to exceed the amount of the grant funds which were available to the City under the
Juvenile Accountability Incentive Block Grant.
SECTION 3. The City of Santa Monica acknowledges and resolves that any liability
arising out of the performance of these JAIBG Program funds, including civil court actions
for damages, shall be the responsibility of the of the County of Los Angeles ("grant
recipient"). The State of California, OCJP and the City of Santa Monica disclaim
responsibility for any such liability.

SECTION 4. The grant funds received hereunder shall not be used to supplant
expenditures controlled by the City of Santa Monica.
SECTION 5. The City Clerk shall certify to the adoption of this Resolution, and
henceforth and thereafter the same shall be in full force and effect.
