A RESOLUTION OF THE CITY COUNCIL
OF THE CITY OF SANTA MONICA
ADOPTING AN AMENDED
CIVIC CENTER SPECIFIC PLAN
WHEREAS, on November 23, 1993, the City Council of the City of Santa Monica
adopted the Civic Center Specific Plan through the adoption of Resolution No. 8685; and
WHEREAS, the Civic Center Specific Plan provides for the development of the
RAND Corporation headquarters on an approximately 3.6-acre parcel on Ocean Avenue,
south of the Interstate 10 freeway; and
WHEREAS, on October 26, 1999, the City of Santa Monica Redevelopment Agency
approved the purchase of approximately 11.3 acres of property from the RAND
Corporation in the Civic Center Specific Plan area; and
WHEREAS, the RAND Corporation has retained an approximately 3.68-acre parcel
on Main Street in the Civic Center Specific Plan area; and
WHEREAS, RAND has proposed that their headquarters facility be located on their
retained parcel on Main Street, which is inconsistent with the land use designations of the
Civic Center Specific Plan; and

WHEREAS, the proposed RAND project is inconsistent with certain policies of the
Land Use and Community Design, Circulation, and Implementation Elements of the Civic
Center Specific Plan; and
WHEREAS, priorto approval of the development agreement, the City Council must
find that the development agreement is consistent with the General Plan and the Civic
Center Specific Plan; and
WHEREAS, amendment of the Civic Center Specific Plan is necessary to ensure
that the proposed project complies with the Civic Center Specific Plan; and
WHEREAS, on July 19, 2000, the Planning Commission of the City of Santa Monica
adopted a resolution of intention declaring the City's intention to consider amendments to
the Civic Center Specific Plan; and
WHEREAS, an Environmental Impact Report has been prepared for the RAND
project, which includes analysis of the amendments to the Civic Center Specific Plan; and
WHEREAS, on August 23, the Planning Commission held a public hearing on the
proposed amendments; and
WHEREAS, the Planning Commission subsequently forwarded its written
recommendations to the City Council; and

WHEREAS, on September 19, 2000, the City Council certified that the Final
Environmental Impact Report has been prepared in full compliance with State law and City
CEQA Guidelines.
NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF SANTA MONICA
DOES HEREBY RESOLVE AS FOLLOWS:
SECTION 1. Pursuant to the Santa Monica Municipal Code Section 9.04.20.18, the
City Council hereby adopts the amended Civic Center Specific Plan, as contained in
Exhibit 1.
SECTION 2. The City Clerk shall certify to the adoption of this Resolution, and
thenceforth and thereafter the same shall be in full force and effect.
