R-10116 RESOLUTION NO.1 0116 (CCS) (City Council Series) A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF SANTA MONICA SUPPORTING ASSEMBLY BILL 359, ESTABLISHING A PILOT DOG BEACH PROGRAM AT DOCKWEILER STATE BEACH AND REQUESTING THAT SUCH LEGISLATION BE EXPANDED TO INCLUDE SANTA MONICA STATE BEACH WHEREAS, off-leash dog recreation areas are scarce in Los Angeles County; and WHEREAS, years of experience with designated "dog beaches" up and down the coast of California have shown that, properly managed, these beaches can be an important resource for dogs and their guardians while posing no threat to other beachgoers or the environment; and WHEREAS, off-leash dog recreation areas have been shown to be healthier for dogs, improving their fitness and reducing their aggressiveness, while offering their human guardians an opportunity to exercise as well; and WHEREAS, there are dog beaches in each of the 15 coastal counties of California, but none on a State Beach because they are not permitted on State Beaches; and WHEREAS, there is a growing movement in support of establishing dog beaches in Los Angeles County, including on Will Rogers, Dockweiler, and Santa Monica State Beaches; and WHEREAS, Assembly Bill 359 has been introduced calling on the State Department of Parks and Recreation to create a pilot program that would allow a dog beach on Dockweiler State Beach in Playa del Rey; and WHEREAS, the City Council of Santa Monica requests a pilot program that would allow a dog beach on Santa Monica State Beach, and WHEREAS, legislation would provide the City, the County and the State an opportunity to determine the viability of a dog beach along the urban coastline. 1 THE CITY COUNCIL OF THE CITY OF SANTA MONICA DOES RESOLVE AS FOLLOWS: SECTION 1. The City of Santa Monica SUPPORTS legislation such as Assembly Bill 359 (Gordon) of 2005, relating to the establishment of a pilot program dog beach on Dockweiler State Beach in Playa del Rey, and REQUESTS that legislation which would implement such a program also include language to implement a pilot program on Santa Monica State Beach. SECTION 2. The City Clerk shall certify to the adoption of this Resolution, and henceforth and thereafter the same shall be in full force and effect.
