RESOLUTION NO. 10077 (CCS)
A RESOLUTION OF THE CITY COUNCIL ESTABLISHING A RELOCATION APPEALS
BOARD AND APPROVING THE APPOINTMENT OF BOARD MEMBERS
Whereas, the Redevelopment Agency of the City of Santa Monica ("the Agency")
Relocation Rules and Regulations contain grievance procedures which implement provisions of
the California Relocation Assistance Act (Government Code, Section 7260, et. sea.) (the "Acf'),
the Relocation Assistance and Real Property Acquisition Guidelines adopted by the
Department of Housing and Community Development pursuant to Health & Safety Code
Section 50460 (the "Guidelines"), and California's Community Redevelopment Law (Health &
Safety Code, Section 33000, et sea.).
Whereas, the purpose of the grievance procedures is to fulfill Agency requirements for
processing appeals from persons who are displaced as a result of Agency activities and who
believe they are aggrieved by a determination as to eligibility, the amount of a relocation
payment or the failure of the Agency to provide comparable permanent or adequate temporary
housing.
Whereas, the Agency's grievance procedures provide for informal and formal levels of
relocation appeals review, including review and recommendation by a Relocation Appeals
Board.
Whereas, to facilitate formal reviews, the Mayor and City Council desire to form an
appeals board with a representative from each of the following commissions: (1) Disabilities
Commission: (2) Housing Commission; (3) Commission for the Senior Community; (4) Social
Services Commission; and (5) Commission on the Status of Women.
