A RESOLUTION OF THE CITY COUNCIL
OF THE CITY OF SANTA MONICA
CERTIFYING THE FINAL ENVIRONMENTAL IMPACT REPORT
PREPARED FOR THE CIVIC CENTER SPECIFIC PLAN
WHEREAS, two Notices of Preparation (NOP) were filed with the California Office of
Planning and Research and distributed to involved public agencies and interested parties
for 30-day public review periods that concluded on February 18, 2003 and May 10, 2004;
and
WHEREAS, public scoping meetings were held on January 21, 2003 and
April 15, 2004; and
WHEREAS, a Notice of Completion of a Draft EIR was given on June 2, 2004; and
WHEREAS, the Draft EIR wascirculated for a 45-day period that concluded on July
22,2004;and
WHEREAS, on May 4, 2005, the Final EIR was published; and
WHEREAS, on May 18, 2005 the Planning Commission considered the Final EIR
and a recommendation to the City Council regarding certification but took no action; and

WHEREAS, on June 28, 2005, the City Council, as Lead City Agency, has reviewed
and considered the Final EIR in full compliance with State and City CEQA Guidelines.
NOW, THEREFORE, THE CITY COUNCil OF THE CITY OF SANTA MONICA
DOES HEREBY RESOLVE AS FOllOWS:
SECTION 1. The City Council has reviewed and considered the information
contained in the Final Environmental Impact Report on the Civic Center Specific Plan prior
to acting on the project.
SECTION 2. The City Council certifies that the Final EIR for the project was
presented to the City Council, that the Final EIR was completed in full compliance with
State law and City CEQA Guidelines, that there was adequate public review of the Draft
Environmental Impact Report, that it has considered all comments on the Draft
Environmental Impact Report and responses to comments, that the Final Environmental
Impact Report adequately discusses all significant environmehtal issues, and that the Final
Environmental Impact Report reflects the independent judgement and analysis of the City
Council.

SECTION 3. The City Clerk shall certify to the adoption of this Resolution, and
thenceforth and thereafter the same shall be in full force and effect.
