R-9771 RESOLUTION NUMBER 9771 (City Council Series) . (CCS) A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF SANTA MONICA, CALIFORNIA, ESTABLISHING USER FEES FOR SOCIAL SERVICE, RECREATION AND COMMUNITY PROGRAMS, CLASSES AND SERVICES OF THE DEPARTMENT OF COMMUNITY AND CULTURAL SERVICES OF THE CITY OF SANTA MONICA WHEREAS, the social service, recreation and community programs, classes and services offered by the Community and Cultural Services Department include a wide variety of activities for residents of varied ages, interests, and abilities; and WHEREAS, it is the policy of the City of Santa Monica to charge for the costs of these . services provided by the City when such services benefit individual users rather than the community as a whole; and WHEREAS, the Santa Monica Municipal Code (the Code) authorizes the City to establish user fees for services provided to individuals rather than the general public and authorized the amount of such fees to be set by resolution; and WHEREAS, the City has calculated the cost of providing various recreational services and opportunities to individuals and has discounted those costs to ensure that individuals will be able to utilize these services and opportunities. NOW, THEREFORE, THE CITY COUNCil OF THE CITY OF SANTA MONICA DOES HEREBY RESOLVE AS FOllOWS: SECTION 1. The following fees are established for programs and services of the Community and Cultural Services Department. A. Up to 2 adults and 2 children, additional children admitted at swim pass rate. 520 swims per swim pass 6Nonprofit Santa Monica-based youth groups serving at least 50% low-income youth pay $0.50 per child per entry (2) Youth Swim Lessons: a) Residents: $6 per hour b) Non-residents: $10 per hour (3) Adult Fitness Classes: Fees for residents and non-residents will be assessed to cover the actual cost of instruction and a portion of administrative expenses. (4) Shark Swim Team: a) Residents: $60 per season b) Non-residents: $70 per season B. Community Sports: The fees charged for community sports leagues and programs shall cover all costs for materials, officials, lights, trophies and the City overhead factor. (1) Lawn Bowling Green Fee: $2.07 per hour up to 20 hours per week. Fees to go up by the Consumer Price Index (CPI) each October 1st. Hours above 20 hours per week will be charged at the Douglas Park Clubhouse rental rate. (2) Gym User Fee: The fees charged for gym use shall cover the cost of light, maintenance and equipment, and shall be as follows: a) Daily Use Passes b) Quarterly Passes c) Annual Passes Resident Non-Resident $1.00 $2.00 20.00 25.00 50.00 75.00 C. Tennis Court Reservation Rate: Christine Emerson Reed Park, Ocean View and Santa Monica High School Courts when used by the City pursuant to agreements with the Santa Monica-Malibu Unified School District are reserved. (1) Hourly rates (payable in advance) at $2.00 per hour, per person, per court (2) Quarterly pass rates are available on January 2, April 1 , July 1, Octobef 1 (payable in advance) and shall be as follows: a) Youth (17 years and under) b) Adults (18 years - 61 years) c) Seniors (62 years and over) $12.00 35.00 12.00 2 . (3) Tennis Reservation Cards: $5.00 (4) No Show Fee: $3.00 per hour (no shows or cancellation less than six hours in advance of scheduled time) (5) Independent instructor fee at $9.00 per hour D. Senior Recreation Center Activity Cards: Activity cards are valid January 1 - December 31. Retroactive to January 1, 1997. (1) Residents: $3.00 per person (2) Non-Residents: $16.00 per person E. Special Instruction: A class registration fee will be assessed to cover all instructors' salaries and a portion of administrative expenses. All participants shall pay for materials used in the program activities. F. CREST Child Care Proaram*: (1) Before/After School Care (Full-time) (2) Before/After School Care (Part-time) (3) Occasional Use $223 per child per month $174 per child per month $114 per ticket (28 hours per ticket; limit one ticket per month) (4) Single Full Day Care (Staff Development Days, School Breaks and Holidays) $34 per day (5) Sibling Discount: 10% per child on full cost fees *CREST program is a joint program between the City and the Santa Monica-Malibu Unified School District. These fees represent the fees for the City portion of the program. G. CREST Enrichment: A class registration fee will be assessed to cover the instructors' salaries, class materials' costs and a portion of administrative expenses. 3 H. CREST Sports: (1) Superstars (grades K - 2) (2) Superstars/Child Care (grades K - 2) $45 - $55 per child per session $35 - $45 per child per session (3) CREST Sports (grades 3 - 5) $55 - $65 per child per session (4) CREST Sports/Child Care (grades 3 - 5) $45 - $55 per child per session I. Middle School Sports: (1 ) Middle School Sports (2) Middle School Sports/Child Care J. Summer ProQrams: (1 ) Day Camps (2) Rec IN Crew (3) Rosie's Girls (4) Middle School Sports Camp $60 per child per session $50 per child per session $155 per child per week $50 per child per summer $295 per child per week $85 per child per week K. Youth Trips: A fee will be assessed to cover the actual cost of the admission price and a portion of administrative expenses. L. Senior Trips: A fee will be assessed to cover the actual cost of the admission price and a portion of administrative expenses. M. Senior Dances: A fee will be assessed to cover the costs of a band and a portion of administrative expenses. N. Adult Sports LeaQues: A fee will be assessed to cover costs for supplies and a portion of administrative expenses. SECTION 2. On July 1 sl of each fiscal year, fees may be increased administratively to cover additional costs to the program. However, the increased fees will not exceed the cost of providing the program. SECTION 3. A registration and materials fee may be assessed for all social service, recreation and community programs, classes and services that are listed in this resolution. SECTION 4. Fees to be charged for social service, recreation and community programs which are not listed in this resolution shall be determined by the Community and Cultural Services Director and shall be based upon the costs incurred in providing the program. 4 SECTION 5. Fee reductions or waivers may be approved administratively to promote community access to special events and other social and recreational programming. SECTION 6. Resolution No. 9668 (CCS) is hereby repealed. SECTION 7. The fees set forth in this Resolution shall be effective upon adoption. SECTION 8. The City Clerk shall certify to the adoption of this Resolution, and thenceforth and thereafter the same shall be in full force and effect.
