R-10015 f: \ad ministration\share\civctr\smplace\da\cou ncil preview\roi .doc City Council Meeting: January 25, 2005 Santa Monica, California RESOLUTION NO. 10015 (CCS) (City Council Series) A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF SANTA MONICA DIRECTING THE PLANNING COMMISSION TO CONSIDER A COMPREHENSIVE AMENDMENT OF THE CIVIC CENTER SPECIFIC PLAN AND AN AMENDMENT TO THE LAND USE AND CIRCULATION ELEMENT WHEREAS, on October 23, 1984, the City Council of the City of Santa Monica adopted the Land Use and Circulation Element; and WHEREAS, on November 23, 1993, the City Council adopted the Civic Center Specific Plan; and WHEREAS, in 2001, the City Council appointed the Civic Center Working Group to guide the community planning process in developing a comprehensive update to the Civic Center Spedfic Plan; and WHEREAS, between March 2001 and October 2001, the Civic Center Working Group held a series of public meetings to develop a land-use plan for the Civic Center; and WHEREAS, in November 2001, the City Council authorized the inclusion of master planning services for Santa Monica Place as part of the update to the Civic Center Specific Plan; and WHEREAS, in April 2002, the City Council considered and conceptually approved a land-use plan for the Civic Center; and 1 WHEREAS, in June 2002, the City Council and Civic Center Working Group held a joint public meeting to consider master planning concepts for Santa Monica Place; and WHEREAS, in November 2002, the City released for public review a draft comprehensive update to the Civic Center Specific Plan; and WHEREAS, the Land Use and Circulation Element states that the blocks occupied by Santa Monica Place are to be governed by a Third Street Mall and Downtown Core Area Specific Plan, now known as the Bayside District Specific Plan; and WHEREAS, the adopted Bayside District Spedfic Plan does not govern the blocks occupied by Santa Monica Place; and WHEREAS, the proposed amendment of the Land Use and Circulation Element would state that the blocks occupied by Santa Monica Place are to be governed by the Civic Center Specific Plan; and WHEREAS, the proposed comprehensive update to the Civic Center Specific Plan would include the blocks occupied by Santa Monica Place; and WHEREAS, the City has prepared a Draft Environmental Impact Report analyzing the environmental effects of the comprehensive update to the Civic Center Specific Plan and the amendment to the Land Use and Circulation Element; and WHEREAS, on June 7, 2004, the City began circulation of the Draft Environmental Impact Report for a 45-day public review period. 2 NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF SANTA MONICA DOES HEREBY RESOLVE AS FOLLOWING: SECTION 1. Pursuant to the Santa Monica Municipal Code Sections 9.04.20.18.160 and 9.04.20.18.080(b), the City Council does hereby direct the Planning Commission to initiate a comprehensive amendment of the Civic Center Specific Plan and a discrete amendment of the Land Use and Circulation Element. SECTION 2. Pursuant to Santa Monica Munidpal Code Sections 9.04.20.18.160 and 9.04.20.18.080(b), the City Council does hereby direct the Planning Commission to hold a public hearing consistent with Santa Monica Municipal Code Section 9.04.20.22 and prepare a recommendation to the City Council to approve, approve in modified form, or disapprove the proposed amendments within one-hundred and fifty (150) days. SECTION 3. The City Clerk shall certify to the adoption of the Resolution, and thenceforth and thereafter the same shall be in full force and effect.
