A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF SANTA MONICA
MAKING FINDINGS NECESSARY TO APPROVE THE LANTANA EAST AND SOUTH
DEVELOPMENT AGREEMENTS FOR PROJECTS LOCATED AT
3030 OLYMPIC BOULEVARD AND 3131 EXPOSITION BOULEVARD,
ADOPTING A STATEMENT OF OVERRIDING CONSIDERATIONS, AND
ADOPTING A MITIGATION MONITORING PROGRAM
WHEREAS, an Environmental Impact Report and a Supplemental Environmental
Impact Report has been prepared which analyzes the environmental effects of the Lantana
East and Lantana South entertainment production studio expansion projects; and
WHEREAS, on November 12, 2002, the City Council certified that the Final
Environmental Impact Report which was prepared in full compliance with State and City
CEQA Guidelines, but denied the projects; and
WHEREAS, a Supplemental Environmental Impact Report was prepared which
analyzed the environmental effects of project modifications, including new neighborhood
traffic protection plan alternatives that were not proposed or analyzed in the Final

Environmental Impact Report that was certified by the City Council on November 12, 2002;
and
WHEREAS, the City Council, as Lead City Agency, reviewed the Final
Environmental Impact Report and the Final Supplemental Environmental Impact Report in
full compliance with State and City CEQA Guidelines; and

WHEREAS, on September 14, 2004, the City Council certified that the Final
Supplemental Environmental Impact Report was prepared in full compliance with State and
City CEQA Guidelines.
NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF SANTA MONICA
DOES HEREBY RESOLVE AS FOLLOWS:
SECTION 1. Consistent with Article VI, Section 12 of the City of Santa Monica
CEQA Guidelines and Sections 15128 of the State of California CEQA Guidelines, the
Initial Study/Notice of Preparation determined that the following environmental impacts
were not considered potentially significant and were not addressed further in the Final EIR
or Final SEIR: biological resources, cultural resources, hazard/hazardous materials,
hydrology/water quality, mineral resources, public services, economic and social impacts,
utilities/service systems and agriculture resources.
SECTION 2. Consistent with Article VI, Section 12 of the City of Santa Monica
CEQA Guidelines and Sections 15091 and 15092 of the State of California CEQA
Guidelines, City Council finds that most impacts resulting from the project can be reduced
to a level that is less than significant. More specifically, significant environmental effects,
as identified in this Section below, can feasibly be eliminated or substantially reduced to
below a level of significance. However, significant adverse environmental effects, in the
areas of traffic/circulation and neighborhood effects, cannot feasibly be avoided or
mitigated below a level of significance. Nevertheless, in accordance with Section 15033 of
the State CEQA Guidelines, these impacts are found to be acceptable due to overriding
considerations as discussed in Section 5 below.

(a) The Final EIR determined that without mitigation, the project could have a potentially
significant effect on aesthetics, as detailed in the Final EIR at Section 4.1, incorporated
herein by reference. Consistent with Article VI, Section 12 of the City of Santa Monica
CEOA Guidelines and Section 15091 of the State CEOA Guidelines and as detailed in
Section 4.1, the City Council finds that the following mitigation measures have been
required of the project, which will mitigate or reduce the impact ofthe project on aesthetics
to below a level of significance:
(1) The applicant shall design exterior building lighting that sheds light pools only on the
project site, incorporating "cut-off' shields as appropriate to prevent an increase in
lighting at adjacent and nearby residential uses.
(2) Landscape illumination and exterior sign lighting shall be accomplished with low-
level, unobtrusive fixtures. Such lighting shall be shielded to direct light pools away
from off-site viewers.
(3) The development shall use non-reflective or glare resistant materials on all exposed
exterior surfaces.
(b) The Final EIR determined that without mitigation, the project could have a potentially
significant effect due to construction activity, as detailed in the Final EIR at Section 4.3,
incorporated herein by reference. Consistent with Article VI, Section 12 of the City of
Santa Monica CEOA Guidelines and as detailed in Section 4.3, the City Council finds that
the following mitigation measures have been required in the project that will mitigate or
reduce the impact of the project construction to below a level of significance:
(1) The applicant shall prepare and implement a Construction Impact Mitigation Plan to
include the plan for traffic management during construction. This plan shall be
subject to review and approval by the City and, at a minimum, shall include the
following:
. A public information program to advise motorists of impending
construction activities (e.g., media coverage, portable message signs, and
information signs at the construction site)

. Approval from the Transportation Management, Environmental
Public Works Management and all other affected agencies for any
construction detours or construction work requiring encroachment into
public rights-of-way, or any other street use activity (e.g., haul routes).
. Timely notification of construction schedules to all affected
agencies (e.g., Police Department, Fire Department, Department of
Environmental and Public Works Management, Department of Planning
and Community Development, and Transportation Management Division).
. A traffic control plan for the streets surrounding the work area,
which includes specific information regarding the project's construction
and activities that will disrupt normal traffic flow
. Prohibition of dirt and demolition material hauling and construction
material delivery during the morning and afternoon peak traffic periods
and cleaning of streets and equipment as necessary.
. Except as specifically approved by the Department of Public Works
and Transportation Management, scheduling and expediting of work to
cause the least amount of disruption and interference to the adjacent
vehicular and pedestrian traffic flow. All weekday daytime work on City
streets shall be performed between the hours of 9:00 AM and 3:00 PM.
. Limiting of queuing of trucks to on-site and prohibition of truck
queuing on area roadways.
. Scheduling of preconstruction meetings with affected agencies to
properly plan methods of controlling traffic through work areas.
. Storage of construction material and equipment within the
designated work area and limitation of equipment and material visibility to
the public.
. Provision for providing off street parking to construction employees,
including use of a remote location with shuttle transport to the site, if
determined necessary by the City of Santa Monica.
(2) Dust generated by the development activities shall be kept to a minimum with a goal
of retaining dust on the site as follows:
. During clearing, grading, earth moving, excavation, or
transportation of cut or fill materials, water trucks or sprinkler systems are
to be used to prevent dust from leaving the site and to create a crust after
each day's activities cease.
. During construction, water trucks or sprinkler systems shall be used
to keep all areas of vehicle movement damp enough to prevent dust from
leaving the site. At a minimum, this would include wetting down such
areas in the later morning and after work is completed for the day and

whenever wind exceeds 15 miles per hour.
. During construction, the streets and sidewalks within 150 feet of
the site perimeter shall be swept.
. Soil stockpiled for more than two (2) days shall be covered, kept
moist, or treated with soil binders to prevent dust generation.
. During construction, a minimum 8 ft. high perimeter construction
fencing with a mesh or screen material shall be installed to capture dust
on site.
(3) Any construction equipment used on the site must meet the following conditions in
order to reduce NOx emissions:
. The number of pieces of equipment operating simultaneously must
be minimized through efficient management practices;
. Construction equipment must be maintained in tune per
manufacturer's specifications;
. Equipment shall be equipped with 2 to 4-degree engine timing
retard or precombustion chamber engines;
. Catalytic converters shall be installed; and Diesel-powered
equipment such as booster pumps or generators should be replaced by
electric equipment.
(4) All diesel equipment shall be operated with closed engine doors and shall be
equipped with factory-recommended mufflers.
(5) Whenever feasible, electrical power shall be used to run air compressors and similar
power tools.
(6) For all noise-generating construction activity on the project site, additional noise
attenuation techniques shall be employed, as needed and feasible, to reduce noise
levels to City of Santa Monica noise standards. Such techniques may include, but
are not limited to, the use of sound blankets on noise generating equipment and the
construction of temporary sound barriers, including walls or other sound attenuating
features, between construction sites and nearby sensitive receptors.
(7) The applicant shall provide a telephone number for local residents to call to submit
complaints associated with construction noise. The number shall be posted on both
the Lantana East and Lantana South portions of the site and shall be easily viewed
from adjacent public areas.
(8) The applicant shall submit a parking plan to City Planning staff for approval that
designates area(s) off-site to accommodate up to 300 parking spaces for
employees whose parking is displaced during construction. If the off-site location

is more than 1,000 feet from the employee's worksite, a shuttle shall be
provided.
(c) The Final EIR determined that without mitigation, the project could have a potentially
significant effect on geology and soils, as detailed in the Final EIR at Section 4.4,
incorporated herein by reference. Consistent with Article VI, Section 12 of the City of
Santa Monica CEQA Guidelines and Section 15091 of the State CEQA Guidelines and as
detailed in Section 4.4, the City Council finds that the following mitigation measures have
been required of the project, which will mitigate or reduce the impact of the project on
geology and soils to below a level of significance:
(1) Design and construction of the buildings shall be engineered to withstand the
expected ground acceleration that may occur at this site. The calculated design
base ground motion for the site shall take into consideration the soil type,
potential for liquefaction, and the most current and applicable seismic
attenuation methods that are available. All on-site structures shall comply with
applicable provisions of the Uniform Building Code and the California Building
Code.
(2) A geotechnical study shall be prepared for the project site, prior to site
development. This report shall include an analysis of the liquefaction potential of
the underlying materials. If the site is found to be prone to seismically-induced
liquefaction, appropriate techniques to minimize liquefaction potential shall be
prescribed and implemented. If found to be necessary, suitable measures to
reduce liquefaction impacts could include, but are not limited to: (1) specialized
design of foundations by a structural engineer; (2) removal or treatment of
liquefiable soils to reduce the potential for liquefaction; (3) drainage to lower the
groundwater table to below the level of liquefiable soils; (4) in-situ densification of
soils; or (5) other alterations to the ground characteristics. All on-site structures
shall comply with applicable methods of the Uniform Building Code and
California Building Code
(3) The geotechnical study required in Measure GEO-2 shall include an evaluation
of the potential for soil settlement beneath the site. Any recommended
measures to minimize settlement potential shall be fully implemented in
accordance with UBC requirements.
(4) The geotechnical report shall include a means to control the quality of fill to be
used below the building and parking areas. This quality control is to ensure that
the fill material is of suitable quality to prevent subsidence.

(5) The geotechnical study required in Measure GEO-2 shall include an evaluation
of the potential for slope stability at the site. The information obtained shall be
used to design the excavation and excavation shoring to prevent destabilization
of the excavation sidewalls. Any recommendations contained in the
geotechnical report shall be fully implemented.
(6) If ground water is present, the parking lot design shall consider a mechanism of
removing groundwater. Groundwater has been reported to be present at about
thirty-five (35') to 40 feet below grade. Because depth to groundwater varies
seasonally, the need for a groundwater removal system (and its design, if
necessary) shall consider historical ranges in depth to groundwater. The
removal system, if required, shall be designed to prevent the parking garage
from flooding.
(7) If groundwater is to be pumped (during construction or long term), the proper
discharge permits (such as a National Pollution Discharge Elimination System-
NPDES permit) or sanitary sewer discharge permit must be obtained from the
Regional Water Quality Control Board or the Sanitary District. If construction
dewatering or a long-term dewatering system are to be installed, then the
appropriate permits must be obtained, the permit conditions followed, and the
groundwater removal system shall be maintained in good order to ensure its
proper operation.
(8) The ground floor should be constructed one foot above the projected inundation
depth. The drainage system within the subterranean parking area shall be
designed to accommodate anticipated flows.
(9) Flood proofing measures shall include permanent sealing of grade level
openings; use of paints, membranes, or mortar to reduce water seepage through
walls; installation of water tight doors, bulkheads, and shutters in below grade
areas; installation of flood water pumps; and proper modification and protection
of all electrical equipment, circuits, and appliances so that the risk of
electrocution or fire is eliminated
(d) The Final EIR determined that without mitigation, the project could have a potentially
significant effect on park resources, as detailed in the Final EIR at Section 4.8,
incorporated herein by reference. Consistent with Article VI,' Section 12 of the City of
Santa Monica CEQA Guidelines and Section 15091 of the State CEQA Guidelines and as
detailed in Section 4.8, the City Council finds that the following mitigation measures have
been required of the project, which will mitigate or reduce the impact of the project on park

resources to below a level of significance:
(1) The Project shall pay a fee in the amount of $0.555 per square foot. The fee
shall be adjusted for inflation by the percentage change in the Consumer Price
Index ("CPI") occurring between June, 2002 through the month in which payment
is made. The CPI shall mean the index for Urban Wage Earners and Clerical
Workers for the Los Angeles-Long Beach-Anaheim statistical area, as published
by the Ur ,ed States Department of Labor, Bureau of Labor Statistics. In-lieu of
paying the total fee prior to the issuance of a building permit, the
applicant/developer may pay at least twenty-five percent (25%) of the total fee
prior to the issuance of a Certificate of Occupancy for the Project. The balance
of the fee shall be due in equal annual installments with payment in full no later
than three (3) years after the issuance of such Certificate of Occupancy. All
payments are subject to adjustment for inflation as provided above. If the
applicant or developer elects to pay the fee after the issuance of building permits
as provided above, the fee shall be secured by execution of an irrevocable letter
of credit or other form of security acceptable to the City in favor of the City for the
full amount of the obligation. The letter of credit or other acceptable security
shall be delivered to the City prior to the issuance of building permits for the
development. The fee shall be deposited into a Parks Mitigation Fund to be
used for the acquisition and development of new parks or for significant capital
improvements which increase the recreational opportunities of existing parks in
the vicinity of the Project site. Construction of the Stewart Park or Edison School
recreation improvements, as set forth in Exhibit "G" of the Development
Agreements, shall satisfy this requirement.
(e) The Final EIR determined that without mitigation, the project could have a potentially
significant effect on traffic and circulation, as detailed in the Final EIR at Section 4.10,
incorporated herein by reference. Consistent with Article VI, Section 12 of the City of
Santa Monica CEQA Guidelines and Section 15091 of the State CEQA Guidelines and as
detailed in Section 4.10, the City Council finds that the mitigation measures detailed in this
Section 2(e) have been required of the project, which will mitigate or reduce certain ofthe
traffic/circulation impacts of the project to below a level of significance. However, as
detailed in Section 3, other significant traffic/circulation impacts cannot be mitigated to
below a level of significance.
The applicant shall implement the following physical and operational improvements to

increase the capacity of the roadway system at the affected intersections. Final engineered
plans and specifications for such improvements shall be subject to the review and approval
of the City Transportation Engineer. The first of Lantana East and Lantana South to receive
a building permit shall be responsible for all of the following measures:
(1) Provide protected left turn phasing at all approaches to the traffic signal at 20th
Street and Olympic Boulevard. Implementation of this mitigation measure would
necessitate the provision and installation of some combination of new striping,
signage, controllers, controller cabinets, poles, mast arms, and signal heads.
(2) Provide protected/permitted left turn phasing at the westbound approach to the
traffic signal at Stewart Avenue and Colorado Avenue. Implementation of this
mitigation measure would necessitate the provision and installation of some
combination of new striping, signage, controllers, controller cabinets, poles, mast
arms, and signal heads.
(3) The applicant/operator shall provide parking attendants to be on-site during the
operational hours of the project to ensure that the tandem spaces provided are used
optimally.
(4) Tenants of Lantana South and East shall provide free on-site parking to their
employees. The City Transportation Planning Manager may modify this
requirement if a Preferential Parking Zone that prevents employees and visitors
from parking on residential streets is fully implemented in the residential
neighborhood south of the projects.
(7) Car/van pool and bicycle parking shall be located close to building entrances and
elevators to achieve vehicle trip/vehicle mile reduction goals. Secure bicycle
parking shall be provided.
The specified project shall be solely responsible for the following measures:
(8) The Lantana South parking structure design shall be designed to City standards to
ensure vehicle movements in and out of the surface parking spaces do not conflict
with vehicle movements in and out of the parking structure.
(9) On-site circulation at Lantana South shall be (re)designed to restrict vehicles from
using the westerly (GTE/IMAX) driveway on Exposition Boulevard
SECTION 3. Consistent with Article VI, Section 12 of the City of Santa Monica
CEQA Guidelines and Sections 15091, 15092, and 15093 of the State of California CEQA

Guidelines, the City Council finds that the significant environmental effects as identified
below can be reduced, but cannot feasibly be avoided or mitigated to below a level of
significance. Nevertheless, these impacts are found to be acceptable due to overriding
considerations as discussed in Section 5.
(a) The Final EIR and Final SEIR determined that without mitigation, the project could
result in significant effects on traffic and circulation, as detailed in the Final EIR at Section
4.10 and in the Final SEIR at Section 4.1, incorporated herein by reference. Impacts
identified include neighborhood traffic impacts and significant traffic impacts at four
intersections and two street segments. Consistent with Article VI, Section 12 of the City of
Santa Monica CEQA Guidelines and as detailed in Section 4.10 of the Final EIR and
Section 4.1 of the Final SEIR, the City Council finds as follows:
(1) The provision of a traffic signal at the intersection of Exposition Boulevard and
Centinela Avenue with an exclusive northbound left turn lane and protected left turn
phasing would mitigate the traffic impacts at this intersection. Signalization of this
intersection would require an additional left-turn lane at the northbound approach.
These 3 12-foot lanes could fit within the existing right-of-way, but on-street parking
would need to be removed. Implementation of this mitigation measure would also
necessitate the provision and installation of some combination of new striping,
signage, controllers, controller cabinets, poles, mast arms, signal heads, pedestrian
heads, curb and gutters, and safety lighting. However, although this mitigation
measure is physically feasible based on the above criteria, the majority of the
intersection is owned and controlled by the City of Los Angeles. Consequently, the
implementation of a traffic signal at this location is not within the control of the City
of Santa Monica or the applicant. Notwithstanding, the applicant shall use its good
faith reasonable efforts to obtain the approval of Los Angeles, including filing a liB"
permit application or other application plans, specifications and studies that provide
sufficient information and details to enable the City of Los Angeles to evaluate
implementing this mitigation measure. These applications shall be submitted prior
to the issuance of building permits. If timely approved by the City of Los Angeles,
such improvements shall be completed prior to issuance of a certificate of
occupancy for the Project. However, since Los Angeles may not approve this
mitigation measure despite the applicant's good faith efforts, the City Council
determines that this mitigation measure is infeasible and that the traffic impact
remains substantial and unmitigable.
(2) The provision of a second left-turn lane for both the northbound and southbound
approaches and a third northbound through lane at the intersection of Olympic

Boulevard and Bundy Drive, requiring lane and median reconfigurations to be
implemented, would mitigate the impact at this intersection. The southbound six-
foot wide median and an 18-foot wide through lane at the eastern edge of the
roadway would need to be reduced by 2 feet and 4 feet, respectively, to provide
width for the additional southbound left turn lane. Approximately 6 feet of roadway
would be required to implement this improvement. Assuming that an eight-foot
right-of-way exists beyond the curb, no additional right-of-way would be necessary.
To accommodate the northbound lanes, the southern leg of the intersection would
need to be widened to accommodate one additional left turn lane and one additional
through lane. The southwest and northeast curbs of the intersection would need to
be relocated to accommodate the new alignment. Lanes would have to taper back
to the current two-lane configuration at an appropriate distance from the
intersection. To accommodate these improvements, the western curb (south of the
intersection) and the eastern curb (north of the intersection) would need to be
relocated, and the required improvements collectively would require acquisition of
additional right-of-way. Implementation of this mitigation measure would
necessitate the provision and installation of some combination of new striping,
signage, controller cabinets, poles, mast arms, signal heads, pedestrian heads, curb
and gutters, and safety lighting. Although this mitigation measure is physically
feasible based on the above criteria, the majority of the intersection is owned and
controlled by the City of Los Angeles. Consequently, the implementation of a traffic
signal at this location is not within the control of the City of Santa Monica or the
applicant. Notwithstanding, the applicant shall use its good faith reasonable efforts
to obtain the approval of Los Angeles, including filing a liB" permit application or
other application plans, specifications and studies that provide sufficient information
and details to enable the City of Los Angeles to evaluate implementing this
mitigation measure. These applications shall be submitted prior to the issuance of
building permits. If timely approved by the City of Los Angeles, such improvements
shall be completed prior to issuance of a certificate of occupancy for the Project.
However, since Los Angeles may not approve this mitigation measure despite the
applicant's good faith efforts, the City Council determines that this mitigation
measure is infeasible and that the traffic impact remains substantial and
unmitigable.
(3) The California Department of Transportation (CAL TRANS) has overriding
jurisdiction of the intersection at Centinela Avenue and the 1-10 west bound on and
off ramps because this intersection serves the 1-10 freeway. As detailed in Section
4.11 of the Final ErR, the City reviewed potential intersection improvements for this
intersection to address identified traffic impacts. However, CAL TRANS rejected the
proposals as infeasible. Since CAL TRANS rejected the potential mitigation
measures, the City Council determines that no feasible mitigation measure is
available and that the impact remains substantial and unmitagable.
(4) The impacts at the intersection of Centinela Avenue and Pico Boulevard, and street
improvements to increase traffic capacity on Exposition Boulevard between
Centinela Avenue and Stewart Street, and Virginia Avenue between Centinela
Avenue and Warwick Street cannot be feasibly mitigated as physical constraints
would require narrowing or eliminating sidewalks or encroaching upon adjacent
properties to implement mitigation. These mitigation measures would themselves
result in significant negative impacts to the area and impact the neighborhood

context. Eliminating on-street parking to add traffic lanes is not feasible because
many existing properties are reliant on the limited on-street parking resources that
currently exist, and narrowing sidewalk widths or eliminating sidewalks to widen
roadways adversely affects the pedestrian environment by reducing the walking
area for pedestrians, and potentially forcing pedestrians into the street.
Encroachments on adjacent properties would require the acquisition of private
property and the removal of parts of commercial buildings and on-site parking along
Exposition Boulevard and Centinela Avenue. Such widening of streets to
accommodate additional vehicle trips is contrary City policy where the preservation
of neighborhoods and the pedestrian environment is highly valued.
b. The Final EIR and Final SEIR determined that without mitigation, the project could
result in significant neighborhood effects, as detailed in the at Section 4.11 of the Final EIR
and Section 4.1 of the Final SEIR, incorporated herein by reference. Impacts identified
include traffic and circulation. Consistent with Article VI, Section 12 of the City of Santa
Monica CEQA Guidelines and Section 15091 of the State CEQA Guidelines and as
detailed in Section 4.11 of the Final EIR and Section 4.3 of the Final SEIR, the City Council
finds that the mitigation measures identified in Sections 2(e)(2) above have been required
in the project to eliminate most of the project's neighborhood impacts. However, the City
Council further finds that even with the implementation of these measures, significant
neighborhood impacts would remain as a result of neighborhood traffic impacts as
identified in Sections 3(a) above, which impacts cannot feasibly be mitigated.
SECTION 4. Consistent with Article VI, Section 12.a (3) ofthe City of Santa Monica
CEQA Guidelines and Section 15091 of the State CEQA Guidelines, and as analyzed in
the Final EIR at Section 6, incorporated herein by reference, the City Council finds as
follows:
(a) The CEQA mandated environmentally superior alternative is the "No Project
Alternative." The No Project Alternative would be environmentally superior to the proposed
project on the basis of minimization or avoidance of physical environmental impacts.

However, the No Project Alternative is considered infeasible since it would not meet the
basic project objectives to provide additional studio space and uses on the site.
(b) The CEQA Guidelines require that if the environmentally superior alternative is
the No Project Alternative, "the EIR shall also identify an environmentally superior
alternative among the other alternatives." The environmentally superior alternative (other
than the No Project) is the Reduced Project Alternative (33% reduction in project size).
While the Reduced Project Alternative results in a reduction in adverse impacts with
respect to transportation/traffic and neighborhood effects, this alternative would not reduce
any of the identified impacts to levels where they would be less than significant.
Accordingly, the Reduced Project Alternative is considered infeasible because it would
neither reduce any of the significant impacts to less than significant levels nor meet project
objectives since it would not provide studio uses at the intensity intended by the applicant.
(c) The Mixed Use Project Alternative, production studio with artist live/work
residential development, would have similar impacts to the original project and greater
impacts in all identified categories compared to the current project. The Mixed Use
alternative is considered infeasible because it would neither reduce impacts to less than
significant, or meet project objectives since it would not provide studio uses at the
intensity intended by the applicant.
SECTION 5. As fully described in Section 3, the Final EIR found that the proposed
project would result in significant and unavoidable adverse impacts in the areas of traffic
and transportation and neighborhood effects. Consistent with Article VI, Section 13 of the
City of Santa Monica CEQA Guidelines and Section 15093 of the State of California CEQA
Guidelines, the City Council hereby makes a Statement of Overriding Considerations and

finds that the benefits of the Lantana Studio projects outweigh each of the unavoidable
environmental impacts based on the following reasons:
(a) The Lantana South project will provide new public restroom facilities at Stewart
Park.
(b) The Lantana Projects will construct improvements at Edison Elementary School
for the City's Playground Partnership recreation program. Lantana South will contribute
monies to fund some of the initial operating costs associated with maintenance, custodial
needs and monitoring associated with these improvements.
(e) The Lantana Projects will construct new sidewalks on Centinela Avenue and
Olympic Boulevard.
(f) The Lantana Projects will contribute funds which will be used by the City to
subsidize childcare for low-income families.
(g) Lantana South will construct physical traffic improvements to implement
Neighborhood Traffic Protection Program Scenario 7.
(h) The Lantana Projects will incorporate a number of Green Building standards,
including maximizing natural lighting, natural ventilation from operable windows and use
permeable paving that exceed City requirements for private projects.
(i) The Lantana Projects are well designed and will implement City urban design
policies to create an architecturally distinctive gateway along one of the City's prominent
boulevards.
SECTION 6. Consistent with Public Resources Code Section 21081.6, the City
Council adopts the Mitigation Monitoring Plan, which is included as Attachment A, to
mitigate or avoid significant effects of the Project on the environment, as detailed in
Sections 1 and 2 of this resolution, and to ensure compliance during project

implementation.
SECTION 7. Consistent with Section 21081.6(d) of the California Environmental
Quality Act, the documents which constitute the record of proceedings for approving this
project are located in the Planning and Community Development Department at 1685 Main
Street, Room 212, Santa Monica, California. The custodian of these documents is Bruce
Leach, Associate Planner.
SECTION 8. The City Clerk shall certify to the adoption of this Resolution, and
thenceforth and thereafter the same shall be in full force and effect.
