A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF SANTA MONICA
CERTIFYING THE FINAL SUPPLEMENTAL ENVIRONMENTAL IMPACT REPORT
ON THE LANTANA ENTERTAINMENT PRODUCTION STUDIO EXPANSION
PROJECTS LOCATED AT 3030 OLYMPIC AND 3131 EXPOSITION BOULEVARDS
WHEREAS, on November 12, 2002 the City Council, as Lead City Agency, reviewed
and certified the Final Environmental Impact Report for two studio building on the subject
site, but denied the projects as they were proposed at that time,
WHEREAS, the applicant submitted a Development Agreement application to the
City on May 15, 2003, for similar, but 10% smaller projects. While the reduced size of the proposed
development would not have any new or increased significant environmental effects, the modified
projects propose new neighborhood traffic protection plan options that could create significant traffic
impacts, noise impacts, or other neighborhood effects that were not analyzed in the 2002 EIR,
WHEREAS, a Supplemental Environmental Impact Report was prepared pursuant
to CEQA Guidelines Section 15163,
WHEREAS, a Notice of Completion of a Draft Supplemental Environmental Impact
Report was published on April 15, 2004 in compliance with the California Environmental
Quality Act and the City of Santa Monica CEQA Guidelines; and
WHEREAS, the Draft Supplemental Environmental Impact Report was circulated for
a 45-day period which ended on June 7, 2004; and

WHEREAS, on July 2, 2004, the Final Supplemental Environmental Impact Report
was published; and
WHEREAS, on July 14, 2004, the Planning Commission conducted a public
hearing, reviewed and recommended the City Council certify the Final Supplemental
Environmental Impact Report in its review process; and
WHEREAS, the City Council has reviewed and considered the contents of the Final
Supplemental Environmental Impact Report along with the Final Environmental Impact
Report it certified on November 12, 2002, in its decision-making process; and
WHEREAS, on September 14, 2004, the City Council, as lead City Agency,
reviewed the Final Supplemental Environmental Impact Report along with the Final
Environmental Impact Report it certified on November 12, 2002.
NOW, THEREFORE, THE CITY COUNCil OF THE CITY OF SANTA MONICA
DOES HEREBY RESOLVE AS FOllOWS:
SECTION 1. The City Council has reviewed and considered the information
contained in the Final Supplemental Environmental Impact Report along with the Final
Environmental Impact Report it certified on November 12, 2002 on the lantana
Entertainment Production Studio Expansion Projects located at 3030 Olympic Boulevard
(lantana East) and 3131 Exposition Boulevard (lantana South) prior to acting on the
project.

SECTION 2. The City Council certifies that the Final Supplemental Environmental
Impact Report along with the Final Environmental Impact Report it certified on November
12, 2002 for the projects were presented to the City Council, that the Final Supplemental
Environmental Impact Report for the project was completed in full compliance with State
law and City CEQA Guidelines, that there was adequate public review of the Draft
Supplemental Environmental Impact Report, that it has considered all comments on the
Draft Supplemental Environmental Impact Report and responses to comments, that the
Final Supplemental Environmental Impact Report adequately discusses all significant
environmental issues, that the Final Supplemental Environmental Impact Report reflects
the independent judgment and analysis ofthe City, and that the City Council has reviewed
and considered the information contained in the Final Supplemental Environmental Impact
Report and the Final Environmental Impact Report in its decision-making process prior to
acting on the project.
SECTION 3. The City Clerk shall certify to the adoption of this Resolution, and
thenceforth and thereafter the same shall be in full force and effect.
