A RESOLUTION OF THE CITY COUNCIL
OFTHE CITY OF SANTA MONICA
AMENDING THE EXECUTIVE PAY PLAN
WHEREAS, the Executive Pay Plan resolution adopted by Resolution No. 8283
(CCS) has been in effect nine years and amended by Resolution No. 8470 (CCS),
Resolution No. 8835 (CCS), Resolution No. 8978 (CCS), Resolution No. 9105 (CCS),
Resolution No. 9139 (CCS), Resolution No. 9212 (CCS), Resolution No. 9405 (CCS),
Resolution No. 9500, Resolution No. 9665 (CCS) and Resolution No. 9722 (CCS), and
WHEREAS, certain of its provisions require modification to update compensation
and other terms and conditions of employment;
NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF SANTA MONICA
DOES RESOLVE AS FOLLOWS:
SECTION 1: The City Council does hereby modify the existing Executive Pay Plan
resolution which defines the wages, benefits and conditions of employment of the City's
Department Heads and those members of the Professional Staff of the City Manager's
Office who choose to represent themselves individually under Ordinance No. 801 (CCS).

SECTION 2: The Executive Pay Plan adopted by Resolution No. 8283 (CCS), as
amended by Resolution No. 8470 (CCS), Resolution No. 8835 (CCS), Resolution No. 8978
(CCS), Resolution No. 9105 (CCS), Resolution No. 9139 (CCS), Resolution No. 9212
(CCS), Resolution No. 9405 (CCS), Resolution No. 9500 (CCS), Resolution No. 9665
(CCS) and Resolution No. 9722 (CCS), is re-adopted and incorporated herein by this
reference except as to Section B of Resolution No. 9722, the first two paragraphs of which
cover salary increases effective July 1,2001 and are being replaced with the language set
forth below, and Section N of Resolution No. 9665, which shall be amended to include the
additional language set forth below:
B. Compensation
As of December 31,2003, when it is determined to be warranted by the City Manager, up
to a fifteen percent (15%) differential between the compensation of a position covered
hereunder and the compensation of the highest paid subordinate of that position shall be
maintained and up to a five percent (5%) differential between the compensation of the
Assistant City Manager and the compensation of the highest paid Department Head shall
be maintained. Total compensation will be defined as the salary step 5 for each position
plus any other guaranteed compensation subject to PERS contributions that is granted to
each position. Guaranteed compensation will not include an annual performance bonus or
any overtime compensation. Any salary changed under this provision will be presented to
City Council for adoption by Resolution.

Effective July 1, 2004, the 5th step salaries established for positions covered herein shall be
increased by a minimum of two percent (2%), OR, if higher, by an amount equal to the
percentage increase in the Acost-of-living@ index as measured by the Consumer Price
Index (for Urban Wage Earners and Clerical Workers, 1967=100) for Los Angeles
Anaheim-Riverside, California, published by the U.S. Department of Labor, Bureau of
Labor Statistics, for the base period of April, 2003 to April, 2004. However, in no event
shall said adjustment exceed four percent (4%).
N. Manaqement Incentive.
In addition to the quarterly management incentive pay described herein, as of
January 1, 2004, each employee covered herein who is on the payroll as of the first of
each month, shall be entitled to receive $400 management incentive pay for that month.
This additional management incentive pay is being granted in recognition of activities
performed on behalf of the City by departmental directors while fulfilling their official duties.
Those official duties would include representing the City at functions sponsored by
organizations whose activities have, or can have, an impact on the City and its operations
or finances. This management incentive pay will be reported to PERS, with the City paying
all PERS contributions due on this compensation.
SECTION 3: This Resolution shall go into effect as of July 1,2004 and shall remain
in effect until modified or replaced by a future Resolution adopted by City Council.

SECTION 4: The City Clerk shall certify as to the adoption of this Resolution and
thenceforth and thereafter the same shall be in full force and effect.
