A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF SANTA MONICA
SETTING FEES FOR EMERGENCY MEDICAL SERVICES PROVIDED BY
CITY FIRE DEPARTMENT PARAMEDICS
WHEREAS, it is the policy of the City of Santa Monica to charge the full costs of
services provided by City staff when such services benefit individual users rather than
members of the community as a whole; and
WHEREAS, in many instances the full costs of services to particular individuals are
not being paid by those individuals because fees do not reflect full costs; and
WHEREAS, Ordinance Number 1754 (CCS) (the "Ordinance"), adopted July 12,
1994, governs the setting of the amount of user fees or fees for services provided to or for
the benefit of particular individuals rather than the general public; and
WHEREAS, the Ordinance allows such user fees or fees for services to be set by
ordinance, by a resolution of the City Councilor by any other means authorized by law; and
WHEREAS, the City desires to set fees by this Resolution for Emergency Medical
Services provided by City Fire Department paramedics in order to preserve public
resources for the benefit of the community as a whole and avoid diverting these resources
to the benefit of individuals,

NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF SANTA MONICA
DOES RESOLVE AS FOLLOWS:
SECTION 1. An Advanced Life Support Assessment Fee ("ALSAF") is hereby
established for the purpose of recovering costs associated with Emergency Medical
Services provided by City Fire Department paramedics in connection with the response,
assessment, treatment and/or transportation of members of the public. The ALSAF shall
be the difference between the Los Angeles County approved Advanced Life Support
("ALS") rate and the Los Angeles County Basic Life Support ("BLS") rate as set forth in the
most current Los Angeles County General Public and Ambulance Rates Schedule ("County
Schedule") which is incorporated herein by reference and made a part hereof.
SECTION 2. A Code-3 Response Fee (Lights and Siren) is hereby established to
cover costs for each Code-3 Response in which City paramedics use lights and siren in
response to and/or in the transport of a patient. The rate for the Code-3 Response Fee is
set forth in the County Schedule.

SECTION 3. The City Clerk shall certify to the adoption of this Resolution, and
thenceforth and thereafter the same shall be in full force and effect.
