R-9959 EPWM:CP:BJ:Prop13Ph3GrantAgreements3.doc Council Meeting: June 22,2004 Santa Monica, California Resolution Number 9959 (CCS) (City Council Series) A Resolution of the City Council of the City of Santa Monica Authorizing the Entering into A Grant Agreement, and any Amendments thereto, with the State of California and Authorizing the City Manager to Sign the 2004 Grant Agreement for the 16th Street Sub-Watershed Water Quality Improvement-Groundwater Recharge Demonstration Project WHEREAS, Santa Monica Bay is a treasured local, state and national resource that was nominated and accepted by Congress for inclusion in the Clean Water Act's National Estuary Program in 1988; and WHEREAS, the City of Santa Monica has many drainage basins that drain urban runoff into the Santa Monica Bay, carrying with this flow many pollutants of concern that have negative impacts on our natural resources; and WHEREAS, the State of California has allocated considerable funding for grants (such as Propositions 12 and 13, adopted in March 2000) to local agencies for urban runoff pollution control from designated sites for enhancement, restoration and protection of estuarine and coastal resources, and wildlife habitat; and WHEREAS, such grants provide badly needed funding to carry out 1 activities, such as best management practices in storm drain systems to reduce urban runoff pollution, vital to protecting and restoring the health of Santa Monica Bay and its natural resources, NOW THEREFORE, THE CITY COUNCIL OF THE CITY OF SANTA MONICA DOES HEREBY RESOLVE AS FOLLOWS: SECTION 1. The City Manager or his/her designee is hereby authorized to negotiate and execute a grant agreement and any amendments, and to certify grant invoices on behalf of the City of Santa Monica with the State of California's State Water Resources Control Board in an amount not to exceed $470,000 for the 16th Street Sub-Watershed Water Quality Improvement-Groundwater Recharge Demonstration Project. SECTION 2. The City Clerk shall certify to the adoption of this Resolution, and henceforth and thereafter the same shall be in full force and effect.
