AMENDMENT TO THE
MEMORANDUM OF UNDERSTANDING
BETWEEN
CITY OF SANTA MONICA, CALIFORNIA
AND
MUNICIPAL EMPLOYEES ASSOCIATION
WHEREAS, the Memorandum of Understanding between the City of Santa Monica
and the Municipal Employees Association (MEA) has been in effect since July 1 , 2001 ; and
WHEREAS, Section 2.06 (Skill Pay & Bonuses) provides that a bonus be paid to
incumbents in specified job classifications who qualify for a computer efficiency bonus; and
WHEREAS, the City of Santa Monica and the Municipal Employees Association
wish to modify Section 2.06 ofthe existing Memorandum of Understanding to eliminate the
computer efficiency bonus and incorporate the bonus into the salary range established for
each job classification to which this bonus applies, with each job classification being
revised to include specific computer skills, to be determined by the Human Resources
Department, as a minimum qualifications;
NOW, THEREFORE, both parties to the Memorandum of Understanding between
the City of Santa Monica and the Municipal Employees Association agree to modify the

Pays & Bonuses) with the following language:
E. Typing Bonus -- An employee who is occupying the classification of Staff
Assistant , Staff Assistant II, Staff Assistant III, Staff Assistant IV, Administrative
Staff Assistant, or Transcriber Typist whose typing speed exceeds that required
for the position by twenty (20) words per minute or more and who is receiving an
additional $50.00 per month as a typing bonus as of June 30,2001 shall be eligible
to receive that bonus. The employee shall continue to receive said typing bonus as
long as he/she holds the position in question and continues to be recertified. An
employee occupying the classification of Fiscal Staff Assistant or Fiscal Staff
Assistant II who, under the terms of this section, was receiving a typing bonus as
of June 30, 1994 shall continue to receive said typing bonus as long as he/she
holds the position in question and continues to be recertified. Recertification of this
skill may be required from time to time through examination administered by the
Human Resources Department.
Computer Efficiency Bonus - An employee occupying a position in the job
classification of Staff Assistant I, Staff Assistant II, Staff Assistant III, Staff
Assistant IV, Administrative Staff Assistant and Executive Administrative Assistant
as of January 1, 2003, and who was still occupying said position as of
June 30, 2003, shall receive a lump sum payment of $300 as payment for a
computer efficiency bonus. As of July 1, 2003, salary step 5 of the salary ranges
for the job classifications of Staff Assistant I, Staff Assistant II, Staff Assistant III,

Administrative Staff Assistant and Executive Administrative Assistant shall be
increased by $50.00 and each of the other salary steps adjusted accordingly, as
specified in subsection B of Section 1.13 (Definitions) of this agreement. As of
July 1, 2003, there will no longer be a computer efficiency bonus. With the
elimination of the computer efficiency bonus, the classification specifications for the
job classifications covered by this provision shall be revised to include specific
computer skills as minimum qualifications, with the Human Resources Department
determining which computer skills should be included as minimum qualifications.
As duties assigned to the covered job classifications change or the method(s) of
performing the work change, the minimum qualifications established for each job
classification can be adjusted by the Human Resources Department to address
those changes. Employees holding positions in the covered job classifications can
obtain the training needed to meet the minimum qualifications of the position either
through training provided by the City or through outside training covered by Section
3.03 (Tuition Reimbursement) of this agreement.
Except as expressly modified herein, all other terms and conditions set forth in the
Memorandum of Understanding (MOU) between the City of Santa Monica and the
Municipal Employees Association shall remain in full force and effect.
IN WITNESS WHEREOF, the parties have executed this Modification to the
Memorandum of Understanding between the City of Santa Monica and the Municipal
Employees Association as of the date of the adoption of this modification by City Council.
