A RESOLUTION OF THE CITY COUNCIL
OF THE CITY OF SANTA MONICA
CERTIFYING THE FINAL ENVIRONMENTAL IMPACT REPORT
PREPARED FOR THE RAND CORPORATE HEADQUARTERS
DEVELOPMENT AGREEMENT
WHEREAS, a Notice of Preparation of I an Environmental Impact Report (EIR) was
published on December 9, 1999; and
WHEREAS, a Notice of Completion of ~ Draft EIR was given on June 6, 2000; and
WHEREAS, the Draft EIR was circulated for a 45-day period; and
WHEREAS, in August 2000, the Final EIR was published; and
WHEREAS, in August 2000, the Planning Commission of the City of Santa Monica
recommended certification of the Final EIR; and
WHEREAS, in September, 2000, the City Council, as Lead City Agency, has
reviewed and considered the Final EIR in full compliance with State and City CEQA
Guidelines.
NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF SANTA MONICA
DOES HEREBY RESOLVE AS FOLLOWS:

SECTION 1 The City Council has I reviewed and considered the information
contained in the Final Environmental Impact Report on the RAND Corporate Headquarters
Development Agreement prior to acting on tHe project.
SECTION 2 The City Council certifies that the Final EIR for the project was
presented to the City Council, that the Finall=IR was completE~d in full compliance with
State law and City CEQA Guidelines, that there was adequate public review of the Draft
Environmental Impact Report, that it hasl considered all comments on the Draft
Environmental Impact Report and responseslto comments, that the Final Environmental
Impact Report adequately discusses all significant environmental issues, that the Final
Environmental Impact Report reflects the ind~pendentjudgement and analysis of the City,
and that the City Council has reviewed and Gonsidered the information contained in the
Final Environmental Impact Report in its decilsion-making process prior to approving the
project.
SECTION 3. The City Clerk shall ceritify to the adoption of this Resolution, and
thenceforth and thereafter the same shall be in full force and effect.
