A RESOLUTION OF THE CITY COUNCIL
OF THE CITY OF SANTA MONICA
DIRECTING THE PLANNING COMMISSION
TO CONSIDER AN AMENDMENT
OF THE BAYSIDE DISTRICT SPECIFIC PLAN
RELATED TO OUTDOOR DINING AREAS, PERMITTED SIGNAGE,
AND NUMBER OF PERMITTED RESTAURANTS,
WHEREAS, on January 23, 1996, the City Council of the City of Santa
Monica adopted the Bayside District Specific Plan; and
WHEREAS, the Bayside District Specific Plan establishes regulations,
programs and legislation for the development and continued economic
enhancement and vitality of the Bayside District, a 37 -acre area at the core of
downtown Santa Monica; and
WHEREAS, the City has taken extensive efforts to maintain the
Promenade's unique character and mix of uses; and
WHEREAS, over the years, market forces have threatened the mix many
times and the City has responded to preserve the Promenade's unique character
through adoption of the Bayside District Specific Plan and adoption of laws and
policies which promote the general welfare by maintaining the Promenade's
eclectic character; and
WHEREAS, the City Council established a Promenade Uses Task Force
to study the Promenade issues, to seek feedback and input from the community,

and to make recommendations to the City Council regarding the appropriate mix
of uses on the Promenade; and
WHEREAS, the Task Force met regularly beginning in May 2002 and
completed its work in March 2003, during which time it considered goals
objectives for the Promenade and the Downtown, reviewed relevant City policies
and regulations, and conducted community workshops; and
WHEREAS, the Task Force prepared a series of recommendation for
review by the City Council, include recommendations which require amendment
of the Bayside District Specific Plan; and
WHEREAS, on June 10, 2003, the City Council reviewed
recommendations of the Task Force and directed staff to prepare a work plan for
implementation of the Task Force recommendations; and
WHEREAS, on September 9, 2003, the City Council reviewed
proposed work plan, which includes a series of proposed amendments to the
City's zoning and planning regulations, including the Bayside District Specific
Plan.
NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF SANTA
MONICA DOES HEREBY RESOLVE AS FOLLOWING:
SECTION 1, Pursuant to the Santa Monica Municipal Code Sections
9,04,20.18,160 and 9,04.20,18,080(b), the City Council does hereby direct the
Planning Commission to initiate an amendment of the Bayside District Specific
Plan to implement the recommendations of the Promenade Uses Task Force,

including, but not limited to, amendment of Policy 4,1,9 to remove the limits on
the number of food-serving establishments, amendment of Policy 4.1,28 to allow
for expanded outdoor dining encroachments, amendment of Policy 13,5,9 to
allow portable signs on private property such as vestibules, and amendment of
Policy 13,5,7 to allow signage for second-story restaurants to extend more than
30 inches above the second-story floor line.
SECTION 2. The City Clerk shall certify to the adoption of the Resolution,
and thenceforth and thereafter the same shall be in full force and effect.
