R-9886 EPWM :CP: BJ: Prop40WilshireReport-1 ,doc City Council Meeting 09-09-03 Santa Monica, CA Resolution Number 9886 (CCS) (City Council Series) A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF SANTA MONICA AUTHORIZING THE CITY MANAGER TO SUBMIT A GRANT APPLICATION AND ENTER INTO A GRANT CONTRACT WITH THE STATE OF CALIFORNIA WATER RESOURCES BOARD FOR CONSTRUCTION OF THE WILSHIRE DRY-WET WEATHER RUNOFF DIVERSION AND BEST MANAGEMENT PRACTICE PROJECT WHEREAS, Santa Monica Bay is a treasured local, state and national resources that was nominated and accepted by Congress for inclusion in the Clean Water Act's National Estuary Program in 1988; and WHEREAS, the City of Santa Monica has many drainage basins that drain urban runoff into the Santa Monica Bay, carrying with this flow many pollutants of concern that have negative impacts on natural resources; and WHEREAS, the State of California has allocated considerable funding for Clean Beaches Initiative grants (Proposition 40, September 2002) to local agencies for urban runoff pollution control from designated sites for enhancement, restoration and protection of estuarine and coastal resources, and wildlife habitat; and WHEREAS, such grants provide badly needed funding to carry out activities, .... ......anagement practice.... ....... dNIn systems to rec:tuat.... ....... poll......, ... to.protectingal1dre$tbling the health of .Santa Mon_SIr ..... natural resources, 1 NOW THEREFORE, THE CITY COUNCIL OF THE CITY OF SANTA MONICA DOES HEREBY RESOLVE AS FOLLOWS: SECTION 1, The City Council of the City of Santa Monica hereby authorizes the City Manager to submit, for and on behalf of the City of Santa Monica, an application for a Clean Beaches Program grant from the State Water Resources Control Board in the amount not to exceed $980,000 for the design and implementation of the Wilshire Dry- Wet Weather Runoff Diversion Project. SECTION 2, The City Manager is hereby authorized to negotiate and execute a grant contract and any amendments, and to certify grant invoices on behalf of the City of Santa Monica SECTION 3, The City Council of the City of Santa Monica hereby agrees and further does authorize the aforementioned representative to certify that the City will comply with all applicable state statutory and regulatory requirements related to any state grants received SECTION 4, The City Clerk shall certify to the adoption of this Resolution, and henceforth and thereafter the same shall be in full force and effect.
