A RESOLUTION OF THE CITY COUNCIL
OF THE CITY OF SANTA MONICA
WAIVING FURTHER FORMAL BID PROCEDURE AND AUTHORIZING DIRECT
NEGOTIATION FOR THE PURCHASE OF TRAFFIC SIGNAL SYSTEM OPERATING
SOFTWARE AND HARDWARE REQUIRED FOR IT TO OPERATE CITY TRAFFIC
SIGNALS
WHEREAS, the City Council of the City of Santa Monica would like to improve the
reliability, efficiency and responsiveness of its traffic signal system by installing a central
control system for its traffic signals, and
WHEREAS, the City requires such a system to be capable of communicating with
the controllers that are currently deployed at a majority of City intersections, and
WHEREAS, the system should be compatible with national standards and protocols
and controllers currently used to implement bus priority systems in the region, and
WHEREAS the Econolite icons system is, to the best of staff's knowledge, the only
central control system that is currently deployed in major Cities that can operate the City's
existing controllers, and

WHEREAS, the Econolite icons system is consistent with the national protocol to
standardize signal operating systems and allow competing firms to provide compatible
hardware and associated field elements to work with those systems, and
WHEREAS, the Econolite icons system can also operate other types of controllers
and does not therefore, restrict the City's ability to invest in other controllers in the future,
and
WHEREAS, the Econolite icons system can also be used to implement the bus
priority system in use in Los Angeles County,
NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF SANTA MONICA
DOES RESOLVE AS FOLLOWS:
SECTION 1, The City Council finds that the public welfare requires the purchase of
a central traffic signal control system and the equipment necessary to operate it.
SECTION 2, Because the Econolite icons system is the only system with a track
record of operating effectively with the signal controllers already in place, it is the only
system that will meet the City's requirements,
SECTION 3, Therefore, further bid solicitation would be unavailing, and it would
cause unnecessary expense and delay,
SECTION 4, The City Clerk shall certify to the adoption of this Resolution, and
thenceforth and thereafter the same shall be in full force and effect.
