R-9847 EPWM :CP:BJ :f/EPWM/ ADM I N/Staffrpt/05-13-03/Prop 13Ph2MontanaResoution .doc City Council Meeting 05-13-03 Resolution Number 9847 (CCS) (City Council Series) A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF SANTA MONICA AUTHORIZING THE CITY MANAGER TO NEGOTIATE AND EXECUTE A GRANT AGREEMENT WITH THE STATE OF CALIFORNIA'S STATE WATER RESOURCES CONTROL BOARD FOR THE MONTANA DRY-WET WEATHER RUNOFF DIVERSION PROJECT WHEREAS, Santa Monica Bay is a treasured local, state and national resource that was nominated and accepted by Congress for inclusion in the Clean Water Act's National Estuary Program in 1988; and WHEREAS, the City of Santa Monica has many drainage basins that drain urban runoff into the Santa Monica Bay, carrying with this flow many pollutants of concern that have negative impacts on our natural resources; and WHEREAS, the State of California has allocated considerable funding for grants (Proposition 13, March 2000) to local agencies for urban runoff pollution control from designated sites for enhancement, restoration and protection of estuarine and coastal resources, and wildlife habitat; and WHEREAS, such grants provide badly needed funding to carry out activities, such as best management practices in storm drain systems to reduce urban runoff pollution, vital to protecting and restoring the health of Santa Monica Bay and its natural 4 resources, NOW THEREFORE, THE CITY COUNCIL OF THE CITY OF SANTA MONICA DOES HEREBY RESOLVE AS FOLLOWS: SECTION 1 The City Manager or his/her designee is hereby authorized to negotiate and execute a grant contract, and any amendments thereto, and to certify grant invoices on behalf of the City of Santa Monica, with the State of California's State Water Resources Control Board in an amount not to exceed $962,000 for the Montana Dry-Wet Weather Runoff Diversion Project. SECTION 2. The City Clerk shall certify to the adoption of this Resolution, and henceforth and thereafter the same shall be in full force and effect.
