A RESOLUTION OF THE CITY COUNCIL
OF THE CITY OF SANTA MONICA CALLING AND GIVING NOTICE
OF A SPECIAL ELECTION TO BE HELD ON
MARCH 21 , 2003 FOR THE PURPOSE
OF SUBMITTING TO THE VOTERS ONE OR MORE BALLOT MEASURES
WHEREAS, pursuant to Elections Code Section 9214 an initiative petition has
qualified for submittal to the voters; and
WHEREAS, the City Council has decided to call a special election on MARCH 21
2003, for the purpose of submitting to the voters one or more ballot measures,
NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF SANTA MONICA
DOES RESOLVE AS FOLLOWS:
SECTION
Pursuant to the requirements of the Elections Code and the Santa
Monica City Charter, there is called and ordered to be held in the City of Santa Monica on
MARGHCa1.', 2003, a Special Municipal Election, The election will be for the purpose of
submitting to the voters an initiative measure amending the Municipal Code to require
owners' consent for designation of properties in Single Family Residential (R-1) Districts
as landmarks or structures of merit and for including of parcels in the R-1 District within
historic districts. Other measures may also be submitted.

SECTION 2. The ballots to be used at the election shall be in form and content as
required by law.
SECTION 3. The City Clerk is authorized, instructed and directed to procure and
furnish any and all official ballots, notices, printed matter and all supplies, equipment and
paraphernalia that may be necessary in orderto properly and lawfully conduct the election.
SECTION 4. The election shall be conducted utilizing all-mail ballots according to
procedures for such elections specified by local and state law.
SECTION 5. The notice of the time and place of holding the Special Municipal
Election is hereby given and the Clerk is authorized, instructed, and directed to give such
further or additional notice of the election in the time, form, and manner required by law.
SECTION 6. Pursuant to Elections Code Section 12109, the City Clerk is
authorized, instructed and directed to give notice of the central counting place in the time,
form and manner required by law.

SECTION 7. The City Clerk shall certify to the adoption of this Resolution, and
thenceforth and thereafter the same shall be in full force and effect.

certify that the foregoing Resolution No, 9823 (CCS) was duly adopted at a
meeting of the Santa Monica City Council held on the 10th of December, 2002,
