A RESOLUTION OF THE
REDEVELOPMENT AGENCY OF THE CITY OF SANTA MONICA
AUTHORIZING THE EXECUTION OF A COOPERAT]ON AGREEMENT
WITH THE CITY OF SANTA MONICA, GRANTING FUNDS AND
REQUIRING THE PLACEMENT OF AFFORDABILITY COVENANTS ON
THE MOUNTAIN VIEW MOBILE HOME PARK, AND
MAKING CERTAIN FINDINGS PURSUANT TO
HEALTH AND SAFETY CODE SECTION 33334.2
WHEREAS, the Redevelopment Agency of the City of Santa Monica (the "Agency") has

priared a Redevelopment Plan for the Santa Monica Earthquake Recovery Redevelopment Project
(th "Redevelopment Plan") which allocates taxes from the Project Area to the Agency pursuant to
He. lth and Safety Code Section 33670, for the purposes of redevelopment; and
I WHEREAS, Sections 33334.2 and 33334.3 of the Health and Safety Code require the
A~ency to use 20 percent oftaxes allocated from the Project Area to the Agency for the purpose of
increasing, improving, and preserving the community's supply oflow and moderate income housing,
inc~uding mobile homes ("Redevelopment Housing Trust Fund").
WHEREAS, the City of Santa Monica and the Agency have prepared a Cooperation
A~eement to provide a grant to the City of$2 million from the Redevelopment Housing Trust Fund
to ssist the City in paying costs associated with its acquisition ofthe Mountain View Mobile Home
P k ("Park") and the Cooperation Agreement requires that the Park be operated to provide
affl rdable housing to low- and moderate-income persons and families for not less than 55 years; and

i WHEREAS, Section 33334.2(g) of the Health and Safety Code authorizes the use of the
Agpncy's Redevelopment Housing Trust Fund to assist affordable housing outside of the Project
Ar,a if the Agency and the City Council determine that the use will be of benefit to the Proj ect Area.
! NOW, THEREFORE, THE REDEVELOPMENT AGENCY! OF THE CITY OF SANTA
M<j>NICA DOES RESOLVE AS FOLLOWS:
I SECTION 1. The Agency hereby finds and determines the use outside of the Project Area of
mopies from the Redevelopment Housing Trust Fund pursuant to the Cooperation Agreement will be
of~enefit to the Project Area.
I SECTION 2. The Agency hereby authorizes the Executive Director (or her designee) to
ex~cute the Cooperation AgreeI?ent and to e~ecute those ins~ents and take those actions that are
neGessary or convenient to the rmplementatIon of the CooperatIon Agreement.
, SECTION 3. The Secretary of the Agency shall certify the adoption of this Resolution and
thenceforth and thereafter the same shall be in full force and effect.

Certify that the foregoing Resolution No. 476 (RAS) was duly adopted at a joint
meeting of the Santa Monica City Council and the Redevelopment Agency held
