A RESOLUTION OF THE
CITY COUNCIL OF THE CITY OF SANTA MONICA
AUTHORIZING THE EXECUTION OF A COOPERATION AGREEMENT
WITH THE SANTA MONICA REDEVELOPMENT AGENCY,
ACCEPTING A GRANT OF FUNDS AND
AGREEING TO PLACE AFFORDABILITY COVENANTS ON THE
MOUNTAIN VIEW MOBILE HOME PARK, AND
MAKING CERTAIN FINDINGS PURSUANT TO
HEALTH AND SAFETY CODE SECTION 33334.2
WHEREAS, the Redevelopment Agency of the City of Santa Monica (the "Agency") has
prepared a Redevelopment Plan for the Santa Monica Earthquake Recovery Redevelopment Proj ect
(the "Redevelopment Plan") which allocates taxes from the Project Area to the Agency pursuant to
Health and Safety Code Section 33670, for the purposes of redevelopment; and
WHEREAS, Sections 33334.2 and 33334.3 of the Health and Safety Code require the
Agency to use 20 percent oftaxes allocated from the Project Area to the Agency for the purpose of
increasing, improving, and preserving the community's supply oflow and moderate income housing,
including mobile homes ("Redevelopment Housing Trust Fund").
WHEREAS, the City of Santa Monica and Agency have prepared a Cooperation Agreement
to provide a grant to the City of$2 million from the Redevelopment Housing Trust Fund to assist the
City in paying costs associated with its acquisition of the Mountain View Mobile Home Park
("Park") and the Cooperation Agreement requires that the Park be operated to provide affordable
housing to low- and moderate-income persons and families for not less than 55 years; and
WHEREAS, Section 33334.2(g) of the Health and Safety Code authorizes the use ofthe Agency's
Redevelopment Housing Trust Fund to assist affordable housing outside of the Project Area if the
Agency and the City Council determine that the use will be of benefit to the Project Area.
NOW, THEREFORE, THE CITY COUNCIL OF 1'HE CITY OF SANTA MONICA DOES
RESOLVE AS FOLLOWS:
SECTION 1. The City Council hereby finds and determines that the use outside of the
Project Area of monies from the Redevelopment Housing Trust Fund pursuant to the Cooperation
Agreement will be of benefit to the Project Area.
SECTION 2. The City Council hereby authorizes the City Manager (or her designee) to
execute the Cooperation Agreement and to execute those instruments and take those actions that are
necessary or convenient to the implementation of the Cooperation Agreement.
SECTION 3. The City Clerk shall certify the adoption of this Resolution and thenceforth and
thereafter the same shall be in full force and effect.
