A RESOLUTION OF THE CITY COUNCIL
OF THE CITY OF SANTA MONICA
CERTIFYING THE FINAL ENVIRONMENTAL IMPACT REPORT
ON THE NORTH MAIN STREET PROJECTS LOCATED AT
2012-2024 MAIN STREET AND 2021-2029 MAIN STREET
WHEREAS, a Notice of Preparation of an Environmental Impact Report was issued
on December 18, 2000; and
WHEREAS, a Notice of Completion of a Draft Environmental Impact Report was
published on August 31,2001 in compliance with the California Environmental Quality Act
and the City of Santa Monica CEQA Guidelines; and
WHEREAS, the Draft Environmental Impact Report was circulated for a 45-day
period which ended on October 15, 2001; and
WHEREAS, on November 29, 2001, the Final Environmental Impact Report was
published; and
WHEREAS, on December 5, 2001, the Planning Commission conducted a public
hearing, reviewed and considered the contents of the Final EIR in its decision-making
process; and

WHEREAS, the Planning Commission expressed concerns over certain portions of
the traffic analysis contained in the Final EIR and, therefore did not certify the document;
and
WHEREAS, staff has re-examined those portions ofthe traffic analysis contained in
the Final EIR and has made appropriate corrections to the document; and
WHEREAS, the corrections made to the traffic analysis contained in the Final EIR
did not result in any new additional significant project related traffic impacts or result in a
substantial increase in the severity of a project related traffic impact that would require re-
circulation of the Final EIR; and
WHEREAS, on February 12, 2002, the City Council, as Lead City Agency, reviewed
the Final Environmental Impact Report,
NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF SANTA MONICA
DOES HEREBY RESOLVE AS FOLLOWS:
SECTION 1. The City Council has reviewed and considered the information
contained in the Final Environmental Impact Report on the North Main Street projects
located at 2012-2024 Main Street and 2021-2029 Main Street prior to acting on the project.

SECTION 2. The City Council certifies that the Final EIR for the project was
presented to the City Council, that the Final EIR for the project was completed in full
compliance with State law and City CEQA Guidelines, that there was adequate public
review of the Draft Environmental Impact Report, that it has considered all comments on
the Draft Environmental Impact Report and responses to comments, that the Final
Environmental Impact Report adequately discusses all significant environmental issues,
that the Final Environmental Impact Report reflects the independent judgement and
analysis of the City, and that the City Council has reviewed and considered the information
contained in the Final Environmental Impact Report in its decision-making process priorto
acting on the project.
SECTION 3. The City Clerk shall certify to the adoption of this Resolution, and
thenceforth and thereafter the same shall be in full force and effect.
