R-9732 RESOLUTION NO. -9.1J.2 eCCs) (City Council Series) A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF SANTA MONICA AMENDING THE HOUSING ELEMENT OF THE GENERAL PLAN OF THE CITY OF SANTA MONICA WHEREAS, the City of Santa Monica prepared a Housing Element Update for the 1998-2003 planning period that was adopted by the City Council on April 21, 1998; and WHEREAS, the State Department of Housing and Community Development (HCD) approved the City's 1998-2003 Housing Element in November 1998; and WHEREAS, California State Law, (Section 65588) requires that local jurisdictions update their Housing Elements of the General Plan; and WHEREAS, the need to update the 1998-2003 Housing Element is largely the result of the Southern California Association of Governments (SCAG) recent establishment of the City's regional housing needs assessment (RHNA) numbers; and WHEREAS, the amendments to the 2000-2005 Housing Element were submitted to the State Department of Housing and Community Development ("HCD") for review and comment; and WHEREAS, staff has responded to comments received from HCD; and WHEREAS, the Planning Commission held a public hearing on February 28, 2001 to hear public testimony prior to making recommendations to the City Council concerning amendments to the 2000-2005 Housing Element; and WHEREAS. the Planning Commission considered the 2000-2005 Housing Element and the proposed Negative Declaration at their meeting on November 14, 2001 and forwarded their recommendations to the City Council; and WHEREAS, the City Council conducted a duly noticed public hearing on April 24, 2001 and conceptually approved the update of the Housing Element; and WHEREAS, a Notice of Availability of an Initial Study and Proposed Negative Declaration for the update of the Housing Element was issued on September 28, 2001; and WHEREAS, comments were received during the thirty (30) day public comment period and the responses have been incorporated intothe public record; and WHEREAS, the Planning Commission conducted a public hearing on November 14, 2001 to consider a recommendation for adoption of the Initial Study and Negative Declaration for the update of the Housing Element: and WHEREAS, the Planning Commission conducted a public hearing on November 14, 2001 to consider updating the Housing Element of the General Plan and voted unanimously to recommend its adoption to the City Council; and WHEREAS, the City Council has considered the comments made by HCD; and WHEREAS, the City Council has fully considered the Initial Study and Negative Declaration on the update of the Housing Element; and NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF SANTA MONICA DOES HEREBY RESOLVE AS FOLLOWS: SECTION 1. The City Council finds that the Housing Element complies with the requirements of Government Code Section 65302(c), as provided in Government Code Article 10.6. SECTION 2. The document attached hereto marked Exhibit A is hereby approved and adopted as the Housing Element of the General Plan of the City of Santa Monica. SECTION 3. Pursuant to the Santa Monica Municipal Code, Article IX, Chapter 1, Subchapter 9.04.20, Part 9.04.20.18, Section 9.04.20.18.050 the City Council does hereby amend the Housing Element of the Santa Monica General Plan. SECTION 4. The City Clerk shall certify to the adoption of this Resolution, and thenceforth and thereafter the same shall be in full force and effect. APPROVED AS TO FORM: ',1 . d.
