R-9731 RESOLUTION NO.---9731 (CCS) Ir':....., 0_. ,..........:1 CO........:_..... \ \\...IILY '-'UUlll.oll vvln:;;;:;j A RESOLUTION OF THE CITY COUNCil OF THE CITY OF SANTA MONICA ADOPTING THE NEGATIVE DECLARATION FOR THE AMENDMENT OF THE CITY OF SANTA MONICA 2000-2005 HOUSING ELEMENT OF THE GENERAL PLAN WHEREAS, a Notice of Availability of an Initial Study and Proposed Negative Declaration for the Amendment of the City of Santa Monica 2000-2005 Housing Element was published on September 28, 2001 in compliance with the California Environmental Quality Act (CEQA) and the City of Santa Monica CEQA Guidelines; and WHEREAS, during the 30 day comment period for the Initial Study and Proposed Negative Declaration for the City of Santa Monica 2000-2005 Housing Element, two comment letters were received and response provided; and WHEREAS, on November 14, 2001, the Planning Commission reviewed the Initial Study and Proposed Negative Declaration and recommended that the City Council adopt the Initial Study and Proposed Negative Declaration for the City of Santa Monica ?()()()_?()()I'; Hr\llc::inn I=IAmAnt. ::mrl -.............. -............. ......-..,...~ -.-...--...., -...... NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF SANTA MONICA DOES HEREBY RESOLVE AS FOllOWS: SECTION 1. The City Council has reviewed and considered the Initial Study and Negative Declaration on the Project, together with any comments received during the public review process, prior to acting on the Project. SECTION 2. The City Council finds that, based on the whole record before it, including the Initial Study and Negative Declaration and any comments received, there is no substantial evidence that the Project will have a significant effect on the environment, and that the Negative Declaration reflects the City's independent judgment and analysis. Therefore, the City Council hereby approves the Negative Declaration. SECTION 3. Consistent with Public Resources Code Section 21 081.6(a)(2), the documents which constitute the record of proceedings for approving this project are located in the Planning and Community Development Department, 1685 Main Street, Room 212, Santa Monica, California. The custodian of these records is Laura Beck, Associate Planner in the City Planning Division of the Planning and Community Development Department. SECTION 4. The City Clerk shall certify to the adoption of this Resolution, and thenceforth and thereafter the same shall be in full force and effect.
